RESOLUTION NO. 449
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS, WASHINGTON, FINDING THAT ANNEXATION OF
CERTAIN UNINCORPORATED AREAS CONTIGUOUS TO THE
CITY WOULD BE IN THE BEST INTEREST AND GENERAL
WELFARE OF THE CITY OF EDMONDS AND CALLING FOR
AN ELECTION TO BE HELD TO SUBMIT TO THE VOTERS
OF SUCH UNINCORPORATED AREA A PROPOSAL FOR
ANNEXATION, DESCRIBING THE BOUNDARIES OF THE AREAS
TO BE ANNEXED; STATING THE NUMBER OF VOTERS
RESIDING IN SAID AREA AS NEARLY AS MAY BE
ASCERTAINED FROM THE RECORDS OF THE COUNTY;
PROVIDING THAT THE COSTS OF ELECTION SHALL
BE PAID BY THE CITY; AND AUTHORIZING PROCEEDINGS
BY THE SNOHOMISH COUNTY BOUNDARY REVIEW BOARD.
WHEREAS, petitions were filed with the City Clerk of
the City of Edmonds calling for an election to vote upon the
annexation of certain unincorporated areas contiguous to the
City, and
WHEREAS, said petitions were signed by qualified electors
resident in such area equal to at least ten percent (10 %) of the
vote cast at the last State general election held therein as
specified by the City Clerk, and
WHEREAS, the City Council has reviewed the petitions
and noted the desire of said electors to annex to the City, and
has elected to proceed under the provisions of RCW 35A.14.015 to
pass a resolution calling for an election to be held to submit
to the voters of such territory the proposal for annexation, now
therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY
RESOLVES AS FOLLOWS:

Section 1. The City Council of the City of Edmonds
finds that the best interests and the general welfare of the City
of Edmonds would be served by the annexation to the City of
certain unincorporated areas of the County contiguous to the
City and described herein in Section 2.
Section 2. The boundaries of the area to be annexed
are set forth on Exhibit "A ", attached hereto and incorporated
herein by this reference as if set forth in full.
Section 3. The number of registered voters residing
within the area proposed for annexation, as nearly as may be deter-
mined from available County records is 5,021
Section 4. The City Council of the City of Edmonds,.
Washington, hereby calls for an election to be held to submit to
the voters of the unincorporated area described in Exhibit "A ", the
proposal for annexation.
Section 5. The date of said election is to be deter-
mined by the Snohomish County Auditor and Snohomish County Com-
missioners following and subject to affirmative action by the
Snohomish County Boundary Review Board. It is the desire of
the City Council of the City of Edmonds that said election be
held if possible, in conjunction with the election on the
5th day of February , 1980.
Section 6. The City of Edmonds shall bear all costs of
the annexation election.
Section 7. The City Clerk is hereby directed to file
a certified copy of this Resolution with the Board of Snohomish

County Commissioners and to file an additional certified copy of
this Resolution with the Snohomish County Boundary Review Board.
Section 8. The City of.Edmonds shall file with the
Snohomish County Boundary Review Board a notice of intention for
the annexation of the area set forth in Section 2 of this Reso-
lution, paying the $25.00 initiators fee and shall request a
review by said Boundary Review Board, paying the $100.00 fee
required by RCW 36.93.120.
Section 9. The notice of annexation election shall
describe the boundaries of the area described in Section 2 of
this Resolution, or as may be modified by the Boundary Review
Board, and shall state the objects of the election as stated in
this Resolution, and shall require the voters to cast ballots
which shall contain the words "For Annexation" and "Against
Annexation" or words equivalent thereto.

That portion of Section 25 and Section 36, Township 27 North, Range
3 East, W.M., and that portion of Section 30 and 31, Township 27
North, Range 4 East, W.M., adjoining the existing city limits and
more particularly described as follows:
Beginning at the Southwest corner of Section 25 and the Northwest corner of
