Resolution 455.it, RESOLUTION NO. 455 A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, STATING THEIR INTENT AND POLICY IN THE EVENT OF ANNEXATION OF THE OLYMPIC VIEW - ESPERANCE AREA TO THE CITY OF EDMONDS. WHEREAS, the citizens of the unincorporated area of Snohomish County bordered on the north and east by the City of Edmonds, on the west by the City of Woodway, and on the south by King County, hereafter referred to as "Olympic View - Esperance area" or "area ", petitioned the City Council for approval of an election to be held on the annexation of the Olympic View - Esperance area to the City of Edmonds, and WHEREAS, the Snohomish County Boundary Review Board has approved the holding of such an election, and the Snohomish County Commissioners have set February 5, 1980 as the date for said election, and WHEREAS the proponents of.annexation have requested that the Mayor and City Council state their intent as to certain matters which are of interest to the citizens of the Olympic View - Esperance area as they consider the question of whether or not to annex to the City of Edmonds, and WHEREAS, the Mayor and City Council believe that the citizens who will vote on the question of annexation are entitled to know the plans, policies and intentions of the Mayor and City Council to the extent that those matters can be decided at this time, now, therefore, O-C If the voters of the Olympic View - Esperance area vote on February 5, 1980 to annex to the City of Edmonds, the Mayor and City.Council of the City of Edmonds, Washington, hereby resolve as follows: Section 1. If a vacancy occurs on this Council after February 5, 1980, and before the next municipal election to be held on November 3, 1981, a qualified applicant for the position of Council member will be selected from among those residents of the Olympic View - Esperance area applying for the position. Section 2. The Mayor has made a commitment to and will appoint qualified applicants residing in the Olympic View - Esperance area to the first two vacancies occurring on each of the following Boards and Commissions after February 5, 1980: Planning Commission, Architectural Design Board, Board of Appeals, Park Board, Arts Commission and Board of Adjustment. Section 3. An Olympic View - Esperance Planning Review Committee, consisting of seven members to be appointed by the Mayor with the approval of the Council, shall be created no later than April 1, 1980 and shall be assigned responsibility for making a review and report and recommendations to the area's land uses, parks and recreation needs and general improvement needs. A staff repre- sentative of the City's Planning Department will be assigned to work with the Review Committee. The Committee shall be terminated by December 31, 1980. -2- ,n Section 4. The Police Department will provide police protection to the area immediately upon annexation. To assure law enforcement protection for the citizens of the area which is at least equal to the City's present patrol coverage, the City will employ no fewer than an additional ten police officers which will provide for a normal staffing of two police officers to the area 24 hours a day, seven days a week. Such staffing will be implemented as rapidly as revenues become available and officers can be hired, with an objective of full staffing to be achieved by the first day of school in September, 1980. Section 5. The fire and aid car service presently pro- vided to the area will be retained at no less than the present level of service at the fire station at 231st and 88th, such service to include the employment of at least three fire fighters, 24 hours per day, seven days a week, and maintaining at the station no less than two pumpers and one aid car, and the continuation of the volunteer fire fighter program. Section 6. The City's Neighborhood Crime Watch Program administered by.the Police Department and the Fire Department's Home Safety Survey Program will be extended to the area as soon as personnel can be appointed and trained. The Chief of Police will be directed to seek candidates actively for the City's Police Reserve Unit who live in the area. Section 7. To the extent permitted by the State Civil Service Act and the City's Civil Service Rules and its personnel policies, the City will grant hiring preference to those Fire -3- 4- . • w District 1 fire fighters whose positions are eliminated as a direct result of the annexation. To the extent permitted by laws, regulations and collective bargaining agreements, said employees shall retain their seniority, vacation and sick leave benefits. Section 8. The accounts of the present Olympic View Water District will be retained as though part of a separate financial entity so long as necessary to accomplish the objective that customers of the present Water District and the customers of the present Edmonds Water Department not be burdened with the present obligations or present construction bonding needs of the other. Section 9. The employees of the Olympic View Water District will be offered employment by the City in accordance with State law. To the extent permitted by laws, regulations and collective bargaining agreements, said employees shall retain their seniority, vacation and sick leave. Section 10. The City will within 60 days after annexation initiate a survey of all streets, drainage systems, water needs and related systems to ascertain needs for and to develop a program for repair, improvement and development. Section 11. Property shall be zoned to the suitable City zoning classification which is closest-to the existing County zoning and all persons shall have a full opportunity to be heard concerning changes which might affect their property. IMIC Section 12. The City of Edmonds will not require the citizens of the Olympic View - Esperance area to assume any portion of the present general obligation bonded indebtedness of the City.
