Resolution 393RESOLUTION NO. 393 A RESOLUTION OF THE CITY OF EDMONDS, WASHINGTON, SETTING FORTH THE POLICY AND DIRECTION FOR IMPROVING THE EXISITING AND FUTURE RESIDENTIAL ACCESS STREETS. WHEREAS, the City of Edmonds is presently en- couraging final development of streets to standards stipulated in Title 7 of the City Code with conversion of overhead utilities to underground, and WHEREAS, economic conditions have resulted in increased construction costs which have discouraged citizen interest in petitioning for final street improvements, and, WHEREAS, the lack of improvements and the limited city funds for maintenance purposes have resulted in inade- quate and sub - standard access street conditions as determined by staff evaluation, and WHEREAS, it is considered necessary to adequately improve and restore street systems to maintain safety, structural stability, capacity, drainage, and aesthetic objectives, and, WHEREAS, it is now deemed proper and necessary that revised policies, guidance, and programs be instituted to encourage street improvements and restoration; now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. That final improvement to applicable street standards contained in Title 7 of the City Code, including undergrounding, will be required of all new develop- ments, which will include but not be limited to Subdivisions, Short Subdivisions, Planned Residential Developments, and development of existing unopened right -of -way. Section 2. That final residential street Improve- ment Types 3, and 6 through 10 shown on Attachment "1" are still encouraged to be accomplished by formation of local improvement districts with or without the requirement for underground conversion as desired by district residents. Section 3 That on a case by case basis, resident- ial street Improvement Types 1, 2, 4 and 5 also will be authorized for financing by local improvement district method, excluding the requirement for conversion of overhead utilities to underground. Section 4. That any street improvement necessita- ting major drainage structure installation shall be constructed to Improvement Standard Types 3 and 6 through 10. Section 5. That the City staff prepare goals, objectives, and financial programs to allocate specified funds to provide for a maximum participation by the City of twenty -five percent (250) of the total costs in selected local improvement district projects.
