A RESOLUTION OF THE CITY OF EDMONDS, WASHINGTON,
GRANTING EXCEPTIONS TO THE MORATORIUM ON BUILDING
PERMITS IN THE COMMERCIAL WATERFRONT ZONE CLASSIFI-
CATION SOUTH OF MAIN STREET WITHIN THE CITY LIMITS
OF THE CITY OF EDMONDS.
WHEREAS, the City of Edmonds adopted Resolution
No. 394 on February 28, 1978, declaring a moratorium on the
issuance of Building Permits in the Commercial Waterfront
Zoning Classification south of Main Street within the City
Limits of the City for a period of at least six months from
the effective date of said Resolution, and
WHEREAS, there are certain contemplated projects
within the moratorium area which .benefit the public health,
safety and general welfare and which have been pending
awaiting final approval of state or federal grants and which
projects had been heretofore approved by the City Council of
the City of Edmonds, Washington, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVE, FINDS AND DECLARES AS FOLLOWS:
1. That the fishing pier extending from the area
of the end of Dayton Street and parallel to the marina
breakwater including necessary rest rooms, maintenance
buildings, parking area, lighting, landscaping and related
improvements, which project has been heretofore approved by

the City Council and has been pending for a time period in
excess of one year is hereby excepted from the moratorium
contained in Resolution No. 394.
2. That certain project involving the South
Snohomish County Senior Citizen Center complex which includes
the installation of mechanical equipment, roofing and waterfront
improvements and including the renovation of a portion of
the existing older buildings and other improvements specified
in the Community Development Act Block Grant Application,
which project has been pending for approximately one year
and has been-. -hereto fore . approved. .by -the ,City.
Council; is hereby excepted from the moratorium imposed in
Resolution No. 394.
