Resolution 403M RESOLUTION NO. 403 A RESOLUTION OF THE CITY OF EDMONDS, WASHINGTON, SUPPORTING THE CITY OF MOUNTLAKE TERRACE'S RESOLUTION NO. 279, PASSED BY THE MOUNTLAKE TERRACE CITY COUNCIL ON MAY 1, 1978 AND SEEKING LEGISLATIVE AND GUBERNATORIAL APPROVAL FOR LEGISLATION AUTHORIZING A SPECIAL SIX YEAR PROPERTY TAX LEVY OF UP TO TWENTY -FIVE CENTS PER ONE THOUSAND DOLLARS OF ASSESSED VALUATION FOR EMERGENCY LIFE SUPPORT SYSTEMS. WHEREAS, the City Council of the City of Edmonds, Washington, has received a copy of the City of Mountlake Terrace's Resolution No. 279, passed by the Mountlake Terrace City Council on May 1, 1978, and WHEREAS, the City Council recognizes the need to provide emergency life support systems and ambulance service in the South County area, and WHEREAS, present funding limitations imposed on municipal corporations prevent a continuous source of revenue necessary to support such emergency life support systems and ambulance service, and WHEREAS, solution to this problem will require action by the Washington State Legislature and the Governor, now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. The City of Edmonds, Washington, hereby declares its support of the City of Mountlake Terrace's Resolution No. 279 and joins with the City of Mountlake 1 Terrace in requesting the Washington State Legislature, and the Governor, to promote and adopt legislation which would allow voters within the boundary of any city, county or fire district to authorize, by a majority vote of the electorate voting on the question, a special levy for a six year period immediately following certification to the County Treasurer, for emergency life support systems of up to twenty -five cents per One Thousand Dollars of assessed valuation from within the Ten Dollars per One Thousand Dollar of assessed valuation permitted by Article VII, Section 2 of the Washington State Constitution. Section 2. That the Snohomish County Commissioners, the Mayors and City Councils of the cities and towns within South Snohomish County and the Commissioners of Snohomish County Fire Protection District No. 1, be encouraged to support this request for legislation by appropriate resolutions. Section 3. That the statewide and various regional emergency service councils and the State Department of Social and Health Services be encouraged to give their support to favorable consideration of this proposed legislation. Section 4. That the Association of Washington Cities, the Edmonds Chamber of Commerce and all other interested public and private organizations, and the general public be encouraged to give their support to this proposed legislation.
