A'RESOLUTION OF THE CITY COUNCIL.OF THE CITY OF
EDMONDS, WASHINGTON, DECLARING THE NEED FOR THE
HOUSING AUTHORITY OF SNOHOMISH COUNTY TO FUNCTION
IN THE CITY OF EDMONDS AND SPECIFYING ACTIVITIES
AUTHORIZED WITHIN THE CITY.
WHEREAS, There exists a serious shortage of decent,
safe, and sanitary housing units in the City of Edmonds avail-
able to households of low income at rentals they can afford;
and
WHEREAS, it has been determined that it is in the best
interests of low income elderly and family households in the
City of Edmonds that federally- assisted housing be provided
in the City; and
WHEREAS, the City of Edmonds does not now have the cap-
ability of providing such federally- assisted housing for its
low income residents; and
WHEREAS, the Housing Authority of Snohomish County pre-
sently is operating a Section 8 - Existing Housing Program
and can provide housing assistance to..low income households
using this and other federally- assisted housing programs,
now, therefore.,-
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS.
Section 1. There is a need for the Housing Authority
of Snohomish County (the Authority) to function in the City
of Edmonds for the purpose of providing housing assistance
to low income households.
Section 2. The Authority is authorized to operate the
Section 8 - Existing Housing Program within the City by
issuing Certificates of Family Participation to eligible
households as they become, available and allowing such Cert-
ificate Holders to negotiate with owners and lease private
dwellings located in the City of Edmonds.
Section 3. The Authority is further authorized to
carry out federally- assisted housing programs involving new
construction programs for low income family and elderly
households. Individual projects proposed by the Authority
for construction in the City of Edmonds under a new construc-
tion program shall be subject to review and approval by the
City Council, and other City officials, boards and commissions
as provided by the Edmonds City Code.
Section 4. The Authority shall on an annual basis
report to the City Council of the City of Edmonds. Such
report shall indicate the activities performed by the
Authority in the City, the amount of housing assistance
provided in the previous year, and anticipated activities
for the coming year. The City Council shall be afforded the
opportunity to comment on the report, and to modify goals
for future activities within the City where such goals are
found to be inappropriate to providing the type of housing
