At 9:35 a.m., the City Council Special Meeting was called to order by Tom Mesaros, Council
President, in the Edmonds Library Plaza Room, located at 650 Main Street, Edmonds.
2. REVIEW TOP FOUR APPLICANT PROPOSALS OF THE EDM_ ONDS MARSH
STUDY REQUEST FOR PROPOSALS RFP
The meeting was to review the top four candidate teams and narrow down for a recommendation
to the full council on who to interview as a next step. The four candidate teams being discussed
were: GeoEngineers, Shannon & Wilson, Inc., The Watershed Company, and Windward
Environmental LLC.
The Task Force members consisting of Council President Tom Mesaros, Councilmember Diane
Buskshnis, Councilmember Mike Nelson, Staff members Shane Hope, Kernen Lien and Jeff
Taraday reviewed supplemental materials requested by Councilmember Nelson.
The Task Force members excluding Jeff Tarraday, scored the four candidates in two rounds. This
resulted in three top-ranked candidates: Windward Environmental LLC, The Watershed Company,
and Shannon & Wilson, Inc.

After further discussion, the Task Force narrowed the recommended choices to two: Windward
Environmental LLC, and The Watershed Company.
The group concurred that Council President Mesaros will bring the recommendation to the full
Council at the October 10 evening meeting. The recommendation is for the Council to interview
Windward Environmental LLC, and The Watershed Company. The interviews would include a
15 -minute presentation from each finalist on a date to be determined.
