RESOLUTION NO. 341
A RESOLUTION OF THE CITY OF EDMONDS, WASHINGTON, TO
AUTHORIZE APPLICATION FOR GRANT FOR STEP 1 FACILITIES
PLANNING FOR STUDYING THE SEWAGE TREATMENT FACILITIES
PURSUANT TO THE FEDERAL WATER POLLUTION CONTROL ACT AS
AMENDED UNDER PUBLIC LAW 92 -500, OCTOBER 18, 1972.
WHEREAS, the objective of the Federal Water Pollution Control Act
is to restore and maintain the chemical, physical and biological integrity
of the Nation's waters, and
WHEREAS, the Federal Water Pollution Control Act .Amendments of 1972
requires existing sanitary sewage treatment facilities to achieve secondary
treatment capability by July 1, 1977, and
WHEREAS, the Federal Water Pollution Control Act Amendments of 1972
established a three -step process for obtaining funds by which to meet the
requirements of such Act, as follows:
Step 1 - Facilities Planning Study (hereinafter called the Plan);
Step 2 - Preparation of construction drawings and specifications;
Step 3 - Building and erection of treatment works; and
WHEREAS, the City has made a Contract with the City of Mountlake
Terrace, Ronald Sewer District and Olympic View Water District to make
the Plan which, more specifically, identifies the character and manner
of treatment of sewage wastes, based upon due consideration to water
quality objectives, effective engineering design, viable alternatives,
environmental impact, and cost effectiveness; and
WHEREAS, the City recognizes that approximately 90 percent of the
cost of the Plan may be borne from State and Federal grants with the
remaining 10 percent °.being borne by the parties of the Contract; now,
therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DOES HEREBY
RESOLVE AS FOLLOWS:
That the Mayor and /or City Engineer is authorized to make formal
application for available grants for the Step 1 Facilities Planning Study
pursuant to Federal Water Pollution Control Act Amendments of 1972
under Public Law 92 -500 in coordination with the Washington State
Department of Ecology and enter into such agreements as necessary to
comply with the rules and regulations of the said administering and
granting agencies to meet the deadlines imposed.
RESOLVED by the City Council of the City of Edmonds, Washington,
at its regular meeting held on the 161Lh day of September , 1975.
