RESOLUTION 140. 344
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS, WASHING^1ON, SUPPORTING THE CREATION OF
A RECREATION DISTRICT IT'S SOUTH SNOHOMISH COUNTY FOR
THE PURPOSE OF ACQUISITION, CONSTRUCTION, MAINTENANCE
AND OPERATION OF AN AUDITORIUM /CULTURAL CENTER IN
SOUTH SNOHOMISH COUNTY.
WHEREAS, the need for an auditorium /cultural center in
South Snohomish County is evident by the numerous requests
for assembly and display areas by local and remote associations,
fraternities, clubs, cities, and school districts and others,
and
WHEREAS, members of the Board of Directors of School
District }µ15 have indicated they do not desire to be the
project initiator or facility controller but have indicated
their moral support for such a facility, and
WHEREAS, the cities of South Snohomish County individually
or in combination cannot feasibly finance such a facility, and
WHEREAS, private financing, if available, would present
problems in the availability of low cost space rental or in
the determination of citizen program, and
WHEREAS, the laws of the State of Washington permit the
creation of Recreation Districts, governed by an elected board
of local citizens, for the purpose of financing, acquiring,
constructing, maintaining and operating such facilities, now,
therefore,
BE IT THEREBY RESOLVED that the City Council of the City
of .Edmonds, Washington finds that its Recreational aims or goal:
do not conflict with and supports the creation of a Recreation
District pursuant to RCW Chapter 36.69 for the purpose of
determining financial sources for the acquisition, construc-
tion, maintenance and operation of an Auditorium /Cultural
Facility in South Snohomish County.
