A RESOLUTION OF THE CITY OF EDMONDS, WASHINGTON, TO
PLAN FOR UPGRADING THE SEWAGE TREATMENT FACILITIES
PURSUANT TO THE FEDERAL POLLUTION CONTROL ACT AS
AMENDED UNDER PUBLIC LAW 92 -500, OCTOBER 18, 1972.
0 WHEREAS, the objective of the Federal Pollution Control Act
is to restore and maintain the chemi,cal, physical and biological
integrity of the Nation's waters, and
WHEREAS, the City has been advised by the Environmental
Protection Agency, Administrator of the Act, that Amendments require
a minimum of secondary treatment for all publicly -owned facilities
by no later than July 1, 1977, and
WHEREAS, municipalities are eligible for certain State and
Federal grants to aid in financing the cost of construction,
expansion and extension of sewage facilities to provide secondary
treatment, and
WHEREAS, the City of Edmonds is extensively bordered on the
west by Puget Sound, and
WHEREAS, it is necessary in the interest of protecting the
health, safety and general welfare of the City of Edmonds and to
prevent pollution of Puget Sound, that the City plan for expansion
or modification of sewage treatment facilities pursuant to Public Law
92 -500, now therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DOES
HEREBY RESOLVE AS FOLLOWS:
That it is the intention of the City of Edmonds to plan and
• provide for 3 fully operational secondary sewage treatment facilities
by July 1977, pursuant to the Federal Water Pollution Control Act
Amendments of 1972, Public Law 92 -500, in coordination with the
Environmental Protection Agency and the Washington State Department of
Ecology and to comply with the rules and regulations of the said
administering and granting agencies.

That in order to complete the necessary facilities by said
date, the various departments and consulting agents of the City of
Edmonds are informed that the City shall endeavor to meet the
• following schedule:
(a) Preparation and submittal of Facility Plan- -
January to May, 1974.
(b) Submittal of Application of Intent to
Department of Ecology-- March,1974.
(c) Submittal of application for grants to
Department of Ecology and Environmental
Protection Agency - -July, 1974.
(d) Start design -- January, 1975.
(e) Complete Plans and Specifications - -May, 1975.
(f) Start construction -- August, 1975.
(g) Complete construction -- September, 1976.
RESOLVED by the City Council of the City of Edmonds, Washington,
