Resolution 297RESOLUTION NO. 297 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF • EDMONDS, WASHINGTON, STATING THE EXISTENCE OF A BUILDING PERMIT SYSTEM AND THE REVIEW PROCEDURE FOR SAID SYSTEM FOR MUD SLIDE PRONE AREAS. WHEREAS, the City Council of the City of Edmonds, Wash- ington, has adopted and is enforcing Uniform Building Code, 1970 Edition, Volume I, as adopted by Chapter 11.02 of the Edmonds City Code, and WHEREAS, Section 301(a) of said Code prohibits any person, firm, or corporation from erecting or constructing, enlarging, altering, repairing, improving, moving or demolishing any building or structure without first - obtaining a separate building permit for each building or structure from the building official, and WHEREAS, the building official of the City of Edmonds, Wash- ington, must examine all plans and specifications for the proposed construction when application is made to him for a building permit, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, AS FOLLOWS: 1. That the building official of the City of Edmonds, Wash- ington, shall require the issuance of a permit for any excavation, grading, fill or construction in the community; and 2. That the building official of the City of Edmonds, Wash- 0 ington, shall require a review of each permit application to determine whether the proposed site and improvements will be reasonably safe from mud slides. If a proposed site and improve- ment are in a location that may have mud slide hazards, a further review must be made by persons qualified in geology and soils engineering; and the proposed new construction, substantial improvement, or grading must (i) be adequately protected against mud slide damage and (ii) not aggravate the existing hazard.
