RESOLUTION NO. 317
A RESOLUTION OF THE CITY OF EDMONDS, WASHINGTON,
SUBMITTING TO THE QUALIFIED VOTERS OF SAID CITY
AT A SPECIAL ELECTION TO BE HELD IN THE VARIOUS
PRECINCTS OF SAID CITY ON FEBRUARY 4, 1975, THE
QUESTION OF WHETHER THE CITY OF EDMONDS SHOULD
ADOPT THE COUNCIL - MANAGER PLAN OF GOVERNMENT
PURSUANT TO CHAPTER 35A.13 OF THE REVISED CODE
OF WASHINGTON, AND DECLARING AN EMERGENCY.
WHEREAS, the City, Council of the City of Edmonds, Washington,
has received a report and recommendation of a citizens' advisory com-
mittee recommending that the City of Edmonds place before the qualified
'voters of said City a proposal to abandon the Mayor - Council plan of
government under which the City is now operating and to adopt in its
place the Council- Manager plan of government, both of said plans being
plans of government specified under the existing classification of the
City of Edmonds as a noncharter code city, and
WHEREAS, the City Council is desirous of providing the
opportunity for the qualified voters of said City to express their views
on said proposition, and
WHEREAS, a special ` election will have to be called, and an
emergency thereby exists and is so declared, in order for the qualified
electors to determine whether or not to adopt said plan of government
prior to the next general municipal election, . now therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. The City Council finds that an emergency exists
to determine whether the City of Edmonds should abandon the Mayor-
Council plan of government under which it is now operating and to
adopt in its place the Council- Manager plan of government and that as
a result of the existence of such an emergency it is necessary to call
a special election.
Section 2. A special election is called to be held in the City
of Edmonds as provided by law on the 4th day of February, 1975, at
which time there shall be submitted to the qualified voters of said
City for their approval or rejection of a proposition which shall consist
of a ballot title constituted by a concise statement as set forth below,
and in addition a caption to permit the voters to readily identify the
proposition and distinguish it from other propositions on the ballot.
Section 3. The caption and statement to be submitted to the
qualified 'voters of the City for their ratification or rejection shall read
as follows:

IZATION ADOPTING COUNCIL - MANAGER
GOVERNMENT PLAN.
Should the City of Edmonds abandon the Mayor -
Council plan of government under which the City is now
operating pursuant to Revised Code of Washington, Chapter
35A.12, and adopt in its place the Council - Manager plan
of government pursuant to Revised Code of Washington,
Chapter 35A. 13? If the proposed reorganization is adopted
the City of Edmonds would still retain its classification as
a noncharter code city and would not affect the eligibility
of the City to be governed under the optional municipal
code.

The above referenced caption shall be placed on the ballot
immediately before the statement, and shall be printed in heavy black
type in such a manner as to be readable at a glance.
Section 4. The Auditor of Snohomish County, as ex- officio
Supervisor of Elections, shall have jurisdiction over and shall conduct
such special election. The City Clerk shall deliver to the Auditor
of Snohomish County, as ex- officio Supervisor of Elections, at least

forty -five (45) days prior to the date of such special election, a
certified copy of this Resolution showing its passage and including
the ballot title as herein set forth. Such special election shall be
noticed, advertised and conducted in the manner provided by law.
