A RESOLUTION OF THE CITY OF EDMONDS, WASHINGTON, TO
PLAN FOR UPGRADING THE SEWAGE TREATMENT FACILITIES
PURSUANT TO THE FEDERAL POLLUTION CONTROL ACT AS
AMENDED UNDER PUBLIC LAW 92-500, OCTOBER 18, 1972.
WHEREAS, the objective of the Federal Pollution Control Act
is to restore and maintain the chemical, physical and biological
integrity of the Nation's waters, and
WHEREAS, the City has been advised by the Environmental
Protection Agency, Administrator of the Act, that Amendments require
a minimum of secondary treatment for all publicly -owned facilities
by no later than July 1, 1977, and
WHEREAS, under the provisions of the Act, the Administrator
is required to define "secondary treatment", and
WHEREAS, municipalities are eligible for certain State and
Federal grants to aid in financing the cost of construction,
expansion and extension of sewage facilities to provide secondary
treatment, and
WHEREAS, the City of Edmonds is extensively bordered on the
west by Puget Sound, and
WHEREAS, it is necessary in the interest of protecting the
health, safety and general welfare of the City of Edmonds and to
prevent pollution of Puget Sound, that the City plan for expansion
or modification of sewage treatment facilities pursuant to Public Law
• 92-500, now therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DOES
HEREBY RESOLVE AS FOLLOWS:
Subject to the promulgation of the definition of "secondary
treatment", and subject to the City's eligibility, application for,
approval and acceptance of Federal and State grants, it is the
intention of the City of Edmonds to plan and provide for sewage treatment

facilities pursuant to the Federal Water Pollution Control Act
Amendments of 1972, Public Law 92-500, in coordination with the
Washington State Department of Ecology.and to comply with the rules
and regulations of the said administering and granting agencies
within the time periods specified.
RESOLVED by the City Council of the City of Edmonds,
Washington, at itts regular meeting held on the 15i4 day of
May, 1973.
