Resolution 281w CITY OF EDMONDS RESOLUTION NO. 281 A RESOLUTION OF THE CITY OF EDMONDS DESIGNATING CERTAIN STREETS IN SOUTH SNOHOMISH COUNTY FOR IMPROVEMENT BY THE USE OF URBAN TRUST FUND MONIES AND LOCAL MATCHING FUNDS AND PROVIDING FOR THE SUBMITTAL OF PROJECT PROSPECTUS DOCUMENTS TO THE URBAN ARTERIAL BOARD REQUESTING FUNDS. • WHEREAS: Chapter 83, Laws of 1967, Extraordinary Session, provided for 7'�)an Urban Arterial Program financed by a 5/8 of one cent gas tax dedicated to the cities and counties, and WHEREAS: South Snohomish County is facing a rapid and explosive expan- sion era of population growth and community development, and WHEREAS: A major population center of the South Snohomish County area encompasses four governmental jurisdictions, namely, the cities of Lynnwood, Edmonds, and Mountlake Terrace, and Snohomish County, and WHEREAS: An adequate arterial system to serve the present and future growth of South Snohomish County must encompass these jurisdictional boundaries, and WHEREAS: No individual jurisdiction may unilaterally provide an inte- grated -system, and WHEREAS:. The public interest may best be served by a coordinated and cooperative development of a South County arterial street system. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, as follows: 1. That the street designated below comprises the first and highest priority increment of an adequate South Snohomish County Arterial Street System. 2. That Project Prospectus Documents be submitted to the Urban Arterial •Board requesting Urban Trust Account funds for the improvement of r this arterial. 3. That local funds in the required matching amount be programed to finance the City of Edmonds", portion of the improvement. RESOLUTION OF INTENTION -2- 4. That the jurisdiction designated below act as construction agent for the improvement when funded by the Urban Arterial Board. 5. That the City of Edmonds agrees to reimburse the City of Lynn- wood based on the pro rata portion of street frontage. 6. That construction of the improvement be in accordance with the design standards and specifications as approved by the Urban Arterial Board. 7. That the Mayor be authorized to sign the joint project prospectus on behalf of the City of Edmonds. 8. That the City of Edmonds recommend the adoption of a similar resolution by the City of Lynnwood involved in this coordinated and cooperative approach to the building of a better Snohomish County.
