A RESOLUTION OF THE CITY OF EDMONDS, WASHINGTON,
ADOPTING GUIDELINES FOR ESTABLISHMENT AND CATEGOR
IZATION OF THE CAPITAL IMPROVEMENTS PROGRAM FOR
THE CITY OF EDMONDS.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDMONDS,
WASHINGTON, AS FOLLOWS:
Section 1. That the report and recommendation prepared by
Harry Prior & Associates, dated October 31, 1969, specifically
Section 4, pages 57 to 80 and Exhibit No. 17 are hereby adopted
by this reference as the established procedure and guidelines
formulating and implementing a capital improvements program for
the City of Edmonds with the further proviso that each five year
capital improvement plan shall have set forth the additional
recommendation of priorities under the following four categories
of methods of finance:
1.
Improvements to be financed
by
current
revenues;
2.
Improvements to be financed
-by
councilmatic or
council voted bonds;
3.
Improvements to be financed
by
general
obligation
bonds by vote of the citizens
or local
improvement
districts;
4.
Improvements to be financed
by.revenues
contributed
by the City and residents and/or
other
entities or
municipal corporations.
