FC102417FINANCE COMMITTEE MEETING October 24, 2017 Elected Officials Present Councilmember Diane Buckshnis (Chair) Councilmember Dave Teitzel Staff Present Scott James, Finance Director Dave Turley, Assistant Finance Director The meeting was called to order at 8:44 p.m. in Council Chambers. Budget Discussion was added to the agenda. September Quarterly Financial Report Mr. Turley highlighted: • Unemployment at nearly all time low • Housing industry strong • General Fund revenues slightly higher than last year • Tax revenues slightly higher than last year • Investment interest income increasing • Special revenue fund expenditures down $892,000 • Parks Construction Fund expenditures down due to projects that will be carried over into 2018 • Water, Storm and Sewer expenses are $1.9 million higher than last year primarily due to capital expenditures in Sewer Fund • Ending fund balance increased $1.44 million in past 9 months (1.4%) • Audit completed with no findings Discussion included 2018 revenue projections, delay in the construction of the Parks & Recreation storage shed, increase in parking infraction revenue, BID expenditures, travel expenditures, and the difference between actual and budget in HR salaries. Action: Schedule for Consent Agenda 2. Budget Discussion Councilmember Buckshnis relayed her preference to have shorter department presentations followed by an opportunity for Council to ask questions. The public needs to see that the Council is actively involved and emailing questions and staff responding via email requires much more time and effort. Councilmember Teitzel agreed. Mr. James will discuss the process with Mayor Earling. Discussion followed regarding having further dialog about capital projects during the CIP agenda item, avoiding duplicate questions via asking/answering questions at Council meetings, future Council meetings when time is scheduled for questions/answers, and the job description for the new grant and financial specialist position in Finance.
