Councilmember Tibbott apologized that Councilmember Johnson felt disrespected by the way the last meeting was conducted. He clarified unless both Councilmembers agreed to forward an item to the Consent Agenda, it would go to the full Council. Briefing on the 2018-2023 Six -Year Transportation Improvement Program (TIP) Mr. Hauss explained: • RCW requires that each city update their TIP by July 1 • Document contains all significant transportation projects that a city possibly plans to undertake in next six years • City of Edmonds policy: TIP financially constrained first three years • Federal grants, state grants and local funds are programmed as revenue sources for TIP projects Mr. Hauss highlighted several projects on TIP 1. Annual Street Preservation Program • Need $2-3 million/year for pavement preservation to maintain 20-30 year pavement cycle • City's streets are on 55-60 year cycle • Doing pavement rating study this summer allow further define numbers. • Utilities are contributing toward paving. 2. 84th Ave W Overlay from 220th St SW to 212th St SW 3. Citywide Signal Improvements 7. SR -99 Gateway / Revitalization • Secured $1 million from legislature 8. 76th Ave W @ 212th St SW Intersection • Secured $1.7 million State TIB grant last fall 13. 220th St SW Traffic Signal Coordination from Hwy 99 to 76th Ave S 18. (New this year) Westgate / SR -104 @ 100th Ave W Intersection Access Mgmt 21. Trackside Warning System at Dayton St and Main Street railroad crossings • Awaiting response from BNSF 23. Citywide Pedestrian Crossing Enhancements • Nine crossing improvements built in 2019 25. (New this year) Dayton St Walkway from 7th Ave S to 8th Ave S • Secured Complete Streets grant 39. Edmonds Waterfront Connector 05/23117 PPP Committee Minutes, Page 2 During the presentation, staff responded to questions and discussion ensued regarding funding provided by TBD vehicle fee, funds that could be generated by additional $20 TBD, allocation of REET to parks and transportation, use of TBD funds, cost to fully fund pavement preservation, competition for Safe Routes to Schools grants, elements of the SR -99 Gateway/Revitalization project, providing a bicycle route to the Interurban Trail, ability for train engineer to blow horn even with trackside warning system, horns and bells with eight passenger trains/day, cost of seasonal staff to do minor sidewalk projects, ramps, etc. in-house, restriping on 21211 to add bicycle lanes, funding source for federal lobbyist, analyzing a mini roundabout versus a signal at Main & 911, and improvements at SR -524 @ 8811 Ave W. Committee requests: • Mr. Hauss send committee members a map identifying the location of citywide pedestrian crossing enhancements • Move Project 32, 8411 Ave W Walkway from 2381" St SW to 234th St SW, to 2021 Action: Public hearing scheduled on June 6 2. Report of Final Construction Costs for the 1051—"/106—" Avenues West Low Impact Development Stormwater Infrastructure Improvement Project Mr. English reported the Council awarded the contract to Rodarte Construction in February 2016 in the amount of $492,275. The project scope installed 1500 feet of 12 -inch diameter storm drain pipe in 10511 Avenue, 106th Avenue and 228t1 Street as well as an infiltration gallery. The project was constructed in summer 2016; the final price paid to the contractor was $481,206. Action: Schedule on Consent Agenda The meeting was adjourned at 9:07 p.m.
