The meeting was called to order at 7:40 p.m. in the Police Training Room
1. Snohomish Regional Drug and Gang Task Force (SRDGTF) ILA Amendment/Joint Sgt.
Funding ILA with Lynnwood
Chief Compaan reviewed an amendment to extend the term of the ILA from September 30, 2017
through the end of 2017 and merge the South Snohomish County Narcotics Task Force (SSCNTF)
currently staffed by Edmonds, Lynnwood and Mountlake Terrace with the countywide Snohomish
Regional Drug and Gang Task Force (SRDGTF) headquartered in Marysville and staffed by several
jurisdictions. In addition to the SRDGTF's current offices in Marysville, SSCNTF's offices in Lynnwood
will continue to be utilized to provide a local presence. Edmonds has been a member of both task
forces for years, providing financial support for SRDGTF and staffing for SSCNTF. The City's
contribution to SRDGTF, approximately $900/month plus one detective will not change.
Chief Compaan responded to questions regarding cities that provide funding but not staff, provision of
services countywide, benefits of retaining a local office, interest in having Marysville and Lake
Stevens contribute staff, and higher level of service/results received by cities that contribute staff.
Chief Compaan reviewed the Joint Sergeant Funding ILA between Edmonds and Lynnwood related to
cost sharing of a Lynnwood sergeant to provide local supervision of personnel assigned to the task
force. This cost, estimated at $72,222 will continue to be funded via Fund 104 with revenues from
seizures from criminal prosecutions. The cost in the past with a 3 -way split between Edmonds,
Lynnwood and Mountlake Terrace was $45,000; Mountlake Terrace has indicated they will not
participate in 2018 but he was hopeful Mountlake Terrace will change their mind.
Action: Schedule both ILAs on Consent Agenda
2. Updates to Two Employee Position Descriptions
Ms. Hope relayed the Finance Committee's recommendation to forward this to the PSP Committee
with the recommendation for approval. She reviewed the proposed new Environmental Programs
Manager:
• High level of responsibility for implementing state, federal and local environmental
regulations/programs
• Not a new position, currently filled by Senior Planner Kernen Lien
• Senior Planner is NR12, new position would be NR 14
• Additional salary/benefits for 4t" quarter 2017: $1,761
• Additional salary/benefits for 2018: $12,939

Ms. Hope responded to questions regarding the difference between the Senior Planner and
Environmental Programs Manager and expertise and experience required for the position,
Ms. Hope reviewed the proposed new Senior Plans Examiner job description:
• Currently have two Plans Examiner positions
• Requires a higher level of expertise/experience, particularly with commercial
• Have contracted for some of this work in the past
• Not a new position, internal candidate
• Additional salary/benefits 4th quarter 2017: $1,403
• Additional salary/benefits 2018: $5,610
Action: Schedule Environmental Programs Manager for full Council and Senior Plans Examiner on
Consent Agenda
3. Briefing on Assignment of Fire and EMS Services by the Regional Fire Authority (RFA)
Mr. Taraday said the City was originally asked to sign an Assignment Form to transfer the fire
services contract from District 1 to the RFA but further research of the statute and ILA found that was
unnecessary. Instead, he anticipated FD1 will send a letter to the City confirming as of October 1,
2017 Fire and EMS services are provided by the RFA.
