PSP102417PUBLIC SAFETY & PERSONNEL COMMITTEE MEETING October 24, 2017 Elected Officials Present Staff Present Councilmember Mike Nelson (Chair) Don Anderson, Assistant Police Chief Councilmember Adrienne Fraley-Monillas Jerrie Bevington, Recorder The meeting was called to order at 8:44 p.m. in the Police Training Room Renewal of Contract with Yakima County Dept. of Corrections Assistant Chief Anderson explained the City has contracts for jail services from three facilities including Lynnwood and Yakima County. Contracts with Lynnwood and Yakima expire on December 31, 2017; the Police Department wishes to continue contracting with both facilities. The 2018 housing agreement with Yakima includes two changes; an increase in the daily bed rate from $57.20 to $59.85 (to offset increases in medical and mental health expenses) and a change in the term of the agreement which will allow it to auto -renew annually for five years unless there is written notification from either party that they wish to terminate the agreement. Yakima has no booking fee and they provide transportation. Yakima is used for longer term stays and Snohomish County and Lynnwood for shorter term stays. Renewal of Inmate Housinq Agreement with Lynnwood Municipal Jail Assistant Chief Anderson explained the addendum for 2018 reflects increases in the booking fee and daily bed rate as a result of required part-time nursing care at the facility as well as rising jail costs and a recent study to establish the true per -day bed rate. The booking fee will increase from $10 to $30 and the daily bed rate will increase from $85 to $116. Lynnwood's contract is yearly and changes are made via addendum. Discussion followed on both agreements with regard to recouping costs from inmates, Snohomish County's booking fee and daily rate, and percentage of the City's inmates housed at each facility.
