The meeting was called to order at 9:33 p.m. in the Police Training Room
SNOCOM-SNOPAC Consolidation
Council President Mesaros explained consolidation has been under consideration for approximately a
year; three months ago the City Council approved a resolution regarding the concept of the merger of
SNOCOM and SNOPAC. The packet includes details such as the Interlocal Agreement, bylaws, etc.
The Articles of Incorporation have been approved by the Secretary of State.
Mr. Taraday relayed he has reviewed the ILA; it has been the subject of a great deal of scrutiny by an
attorney he knows who was hired to draft it. There were also two conference calls between all the
entities' attorneys. Council President Mesaros relayed Police Chief Compaan has served on the
consolidation task force which met twice a month and there have been at least six joint board
meetings. ACOP Lawless pointed out 53 entities which include police and fire departments, fire
districts, and municipalities will need to approve the consolidation.
Council President Mesaros relayed he was elected to be the president of the transition board, the
Snohomish County Sheriff is the vice president, the secretary and treasurer are the current executive
directors of SNOCOM and SNOPAC; other board members include Mill Creek Mayor Pam Pruitt and
Brier Mayor Bob Colinas. The transition board's first meeting is January 1, 2018. He anticipated the
transition board would serve for three weeks until the new board was formed. Under the new
structure, modeled after Community Transit, Edmonds has one seat on the board.
Discussion followed regarding information to present to the Council, board structure, number of
attorneys involved in the consolidation, and the governance structure. Mr. Taraday will prepare the
ordinance for the packet.
