The meeting was called to order at 8:13 p.m. in the Jury Meeting Room. Committee requests for
information at the next PPP meeting included:
• Summary on the pavement assessment and update on the 2018 resurfacing program
o Councilmember Johnson will email Mr. Williams areas that constituents have contacted her
about and he will provide the pavement rating for those areas
Report on 2017 transportation projects that were under budget.
1. Update on Highway 99 Gateway Revitalization Project

Ms. Reid and staff responded to questions and discussion followed regarding the crash diagrams,
dangers of a continuous left turn lane, access to businesses, related projects, process for public input
on corridor gateway signage, branding districts, and wayfinding. Committee suggestions included:
• Increase size of legend on crash diagrams
• Highlight pedestrian accidents
• Add Art Commission process to slide about corridor gateway signage
• Swift station near the hospital is called the gateway station but the Gateway District is further
south, change one of them.
Action: Presentation to Full Council in two weeks
2. Presentation of a Supplemental Agreement with Tetra Tech for Alternative Refinement
for the Lift Station #1 Basin and Flow Study
Mr. English explained Lift Station #1 (on Sunset Ave near Caspers St) is the City's largest sewer lift
station and serves over 25% of the City's sewer service area. Tetra Tech was hired to identify
alternatives to solve the potential capacity overflow issue at LS1. Based on available research and data,
two leading alternatives were identified #8 (interceptor along Sunset Ave N) and #2 (Upgrade LS1).
Supplemental Agreement #1 funded additional geotechnical investigation. Supplemental Agreement #2
will identify risks for the two leading alternatives; the cost of the agreement is $45,099.
Mr. English provided additional details regarding Alternatives #8 and #2. Mr. English and Mr. Williams
responded to questions regarding the location of existing flows and with the alternatives, advantages of
a gravity system, overflows in the past, cost of gravity versus a refurbished lift station, coordination
required with BNSF, and location of the microtunnel.
Action: Schedule on Consent Agenda
3. Presentation of a 10 -Foot Street Dedication Adjacent to 720 13th Way SW
Mr. English explained this is a five -lot plat; the existing right-of-way is 30 feet and the City is requiring
the developer to dedicate an additional 10 feet. He identified the location of the additional 10 feet on
the south edge of the existing right-of-way adjacent to the 5 -lot plat. He responded to questions
regarding access to the plat, removal of street trees to widen 13th Way SW, trees on the southern border
of plat, and the existing 50 -foot right-of-way to east.
Action: Schedule acceptance of the dedication on Consent Agenda
4. Presentation of an Interlocal Agreement with City of Mukilteo to Provide Installation of
Slurry Seals on Various Streets within the City of Edmonds

Mr. English introduced an Interlocal Agreement with the City of Mukilteo for slurry seal of three streets.
Slurry seal is a mixture of water, asphalt, and aggregate applied over an existing asphalt surface to
extend its life. Cure time is longer than chip seal and depends on the weather. Pavement has to be in
better condition for slurry seal than chip seal. Slurry seal is used on local residential streets, not arterials.
Discussion followed regarding double chip seal done in other cities, the cost for Mukilteo to administer
the contract, cost of the slurry seal, and life expectancy of slurry seal.
