Dir Council President Mike Nelson The meeting was called to order at 8:14 p.m. in the Police Training Room Economic Development Commission (EDC) Rules Amendment for Telephone Participation Mr. Doherty relayed EDC members raised the issue last year about how to accommodate commissioners participating in meetings by telephone. The City Attorney said the code does not address participation by phone so technically it was not allowed. The EDC then voted to recommend code changes to allow participation by phone a maximum of three times per calendar year, for commissioners on the phone to count toward a quorum, and to allow voting by phone, provided that all other commissioners and any public in attendance are able to hear the commissioner participating by phone. Discussion followed regarding whether the ability to participate in meetings by phone should be offered to other boards and commissions, telephone participation accommodating and encouraging participation, and Councilmembers' ability to participate by phone. Action: Revise the ordinance to apply to all boards and commissions and present to the PSP Committee at the February 13 meeting The meeting was adjourned at 8:23 p.m.
