The meeting was called to order at 7:13 p.m. in the Police Training Room.
1. Civil Service Commission - Code Update (10.25.090 -Filling of Vacancies - Probationary
Period
Ms. Hardie explained positions covered by the City's civil service rules in the Police Department have
a 12 -month probationary period; however, the ordinance states a 6 -month probationary period. The
ordinance is proposed to be updated to reflect the 12 -month probationary period.
Action: Schedule on the Consent Agenda
2. Interlocal Agreement w/Edmonds School District for School Resource Officer
ACOP Lawless relayed this Interlocal Agreement (ILA) between Edmonds School District (ESD) is for
the School Resource Officer (SRO) at Edmonds-Woodway High School. He described the history of
eliminating the SRO in 2010 due to budgetary restrictions, terms of the agreement (3 years
commencing August 16, 2018), Lynnwood's ILA with ESD for an SRO at Meadowdale High School
and the City's previous agreement with ESD for the SRO.
ACOP Lawless responded to questions regarding Mountlake Terrace's school liaison officer and the
proposed 50/50 funding split between the City and ESD.

3. Shoreline Master Program (SMP) Periodic Review
Ms. Hope relayed the SMP is required to be updated in 2019. Mr. Lien explained this is a periodic
update and not the substantial update that was done most recently. He highlighted changes on the
periodic review checklist, explaining most are minor revisions to definitions, changes to match state
law, etc. He also recommended the following changes:
• Update the CAO wetland regulations to be consistent with the 2016 guidelines
• In Section 24.80.100, clarify how a review moves from a staff decision process (Type II) to a
public hearing process (Type III)
• Results from the Edmonds Marsh Study will be used to update the Shoreline Inventory and
Characterization

Mr. Lien highlighted the option for a joint review with Ecology. The first step is the Council adopting a
resolution approving the SMP period review work program. Staff responded to questions regarding
the benefit of updating the CAO regulations to be consistent with the SMP, differences between the
regulations in the CAO and the SMP, and the process.
