AResolution declaring the intention of the City Couaoil of the City
of'Edmonds to improve the easterly side of Third,Street, in said city,
by the construotion . of a 12 inch combined sanitary and storm lateral sewer
beginning at the intersection of the center lines of Dayton Street and
Third Street; thence South along the Easterly sidd of Third Street to
Walnut Street; also by the construction of a ten inch,combined sanitary
and storm lateral -sewer along the Easterly side of Third Street from
Walnut Street South to Lrben Drive; also to improve the alley between
Third Street and Fourth Street, in said city, from a point 364.25 feet
South of the center line of Dayton Street; thence South to the South
line of Section 23, Township 27 North, Range 3, East W.M., by the
construction of an 8 inch combined sanitary and storm lateral sewer; also' --
to improve Walnut Street, in said City, by the construction, &long the
center line thereof, from the alley between Third Street and Fourth Street
West to Third.Strebt of a combined.8 inoh.sanitary,and storm lateral
sewer; together with all neeessary.manholes, eathh basins and other
appurtenances necessary to make a complete improvement; providing that the
payment for said improvement be made by special assessment on the property
in said District under the mode of payment by,bonds for materials used,
fixed estimate, and -all other expenses, except the cost of Labor to be
furnished by Federal funds antler the WRA plan of the Federal Government.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF E OEDS:
1. That it is the intention of the City Council of the City of
Edmonds, State of Washington, to improve the easterly side of Third Street,
in said city., by the construction of a 12 inch combined sanitary and storm
lateral sewer beginning at the intersection of the center lines of Dayton
Street and Third Street; thence South along the Easterly.side of Third
Street to Walnut Street; also by the construction of a 10 inch combined
sanitary.and storm lateral sewer along the Easterly,side of Third Street
from Walnut Street South to Erben Drive; also to improve the alley between
Third Street and Fourth Street, in said,city, from a point 364.25 feet
South of the center line of .Dayton Street; thence South to the South line
of Section 23, Township 27 North, Range 3, East W. X., by the construction
of an 8 inch combined sanitary and storm lateral sewer; also to improve
Walnut Street, in said City , by the construction, along the center line
thereof, from the alley between Third Street and Fourth Street West
of -Third Street of a combined 8 inch sanitary and storm lateral sewer;
together with all necessary manholes, catch basins and other appurtenances
necessary to make a complete improvement.
2. That the cost and expense of all materials required to make a
complete improvement, the fixed estimate and all.other expenses of every
kind, except cost of labor contributed b y the Federal Government under
W?-L, shall be made by special assessment; a Local Improvement District shall
be established embracing as near asmay beall the property specially bene-
fited by such improvement, and such specially benefited property shall be
assessed to pay for the entire cost of such improvement, except the cost
of labor furnished by the kederal Government under YPA.
3. All persons who may desire to object to the improvement herein
mentioned are hereby notified to appear at the Council Chambers in the
City Hall, in the 8ity of Edmonds, 'Washington, at a meeting of the said
Council on the 18th day of June, 1940, at the hour of eight of1cloek P.Me ,
of said day, then and there to present their.objeotions thereto, if any
they have.
4. The City engineer of said City of Edmonda is hereby directed to
submit to the City Council, at or prior to said 18th day of June, 1940,
the estimated cost and expense of the i�iprovement, in this Resolution
mentioned, and a statement of the proportionate amount thereof which shall
be borne by the property within the proposed Improvement District; and a
statement of the aggregate assessed valuation of the real estate, exc-
lusive of improvements, within said proposed Impoovement District
according to the valuation last placed upon it for general taxation, to-
gether with a diagram or print showing thereon the lots, tracts or
parcels of land and other property which will be specially benefited there-
by, and the estimated amount of the cost and expense of such improvement
to be borne by each lot, tract, parcel of land, or other property.
