RESOLUTION, OF INTM TION r' 108.
A Resolution declaring the intention of the City Council of the
City of Edmonds to improve the easterly Bide of Third Avenue, in
said city, by the construction of a 12" combined sanitary and
storm latreal sewer along theEasterly side of Third Avenue from
Walnut Street south to Erbin Drive; also to improve the alley between
Third Avenue and Fourth Avenue, in said city, from a point 364.25
feet south of the center line of Dayton Street; thence south to
the south line of Section 23, Township 27 North, Range 3, East "uoyl.,
by the construction of an 8" combied sanitary and storm lateral
sewer; also to improve Walnut Street, in said city, by the con-
struction,along the center line thereof, from the alley between
Third Avenue and Fourth Avenue West. to Third Avenue of a combined
8" sanitary and storm lateral sewer; together with all necessary
manholes, catch basins and other appurtenances necessary to makea
complete improvement; providing that the payment for said improve-
-ment be made by special assessment on the property in said District
under the mode of payment by bonds for materials used, fixed estimate
and all other expenses, excepjr the cost of labor to be furnished by
Federal funds under the 17?A plan of the Federal Government.
BE IT RESOLVED BY THE CITY COUNCIL Or THE CITY Or EDMONDS:
1. That it is the intention of the City Council of the City of
Edmonds, State of Washington, to improve the eastrly side of Third
Avenue, in said city, by the construction of a 12" combined sanitary
and storm lateral sewer along the Easterly side of Third Avemue from
Walnut Street Suoth to Erbin Drive; also to improve the alley be-
tween Third Avenue and Fourth Avenue, in said city, from a point
364,25 feet South of the center line of Dayton Street; thence south
to the south line of Section 23, Township 27 North, Range 3, East F.M.
by the construction of an 8" combined sanitary and storm latreal
sewer; also to improve Ualnut Street, in said city, by the constret-
-ion, along the center line thereof, from the alley between Third Y
Avenue and Fourth Avenue West to Third Avemue of a combined 8"
sanitary and storm lateral sewer; together with all necessary man-
holes, catch basins and other appertenances necessary to make a
complete improvement.
2. That the cost and expense of all materials required to make
a complete improvement, the fixed estimate and all other expenses of
every kind, except cost of labor contributed by the Federal Government
under r42A., shall be made by special assessment; a Loval Improvement
District shall be established embracing as near as may be all the
propertyspecially benefited by such improvement, and such specially
benefited property shall be assessed to pay for the entire cost of
sick improvement, except the cost of labor furnished, by the Federal
Government under W2.
3. All persons who may desire to object to the improvement herein
mentioned are hereby --otified to appear at the Council Chambers in the
City Hall, in the City of Edmonds, Washington, at a meeting of
the said Council on the 3rd day of December, 1940, at the hour of
eight o'clock.., of said day, then and there to present their
object ions thereto, if they any have,
4. The Cityr, :ingineer of the City of Edmonds is hereby direc-
ted to submit to to City Council, at or prior to said 3ed day of
December, 1940, the Estimated cost and expemse of the improvement,
in this Resolution mentioned, and a statement of the proportionment
hmount,thereof whic shall:be borne by the property within the pto-
posed Improvement District; and a statement of the aggregate assess-
-ed valuation of the real estate, exclusive of improvements, within
said proposed Improvement District according to the valuation last
placed upon it for general taxation, together with a diagram or
print showing thereon the lots, tracts or parcels of land and
other property which will be specially benefited threrby, and the
estimated amount of the cost and expense of such improvement to be
borne by each lot, tract, parcel of land, or other property.
Passed by 'the City Council of the City of Edmonds this
6th day of hovember, 1940, and approved the same date.
