Ordinance 0041ORDIAL, CE ilo. 41. An Ordinance defineing the duties of the Health Officers of the Town of Edmonds. Be it ordained by the Council of the Town of Edmonds. SECTIO-ii 1: That the Health Officer of the Town of Edmonds, shall look after, and superintend all matters pertaining to'the ;'health of the Town. He shall be vigilent in the discharge of his j duties, and in the abatement and removal of nuisances seriously affecting the health of the community, or locality, and to apply such remedies as may be necessary to renovate the premises or local- ity where any nuisances exist. 2h,60a1g1U& SECTIO-J 2: Any person who shall permit a nuisance to remain on their premises, detrimental to health, the health officer shall cause suchperson to be notified to abate and remove such nuisnace, andif any such person shall fail or neglect, or refuse, to remove the same, within two days after receiving such notice, such nuisance shall be abated and removed by the order of the health officer, and the person whose duty it was to remove such nuisance, or abate the same, shall be punished in the manner provided for by this Ordinance. 00 SECTIU 3. The health Officer may, when he deems it necessary to prevent the spread of Smallpox, order any person or persons, vac- L cinated, and if any such person receiving such order. refuse or neglect to comply with the same, for the space of forty-eight hours, shall be deemed guilty of a misdemeanor. Provided, that poor pwrsors who, by reason of their poverty, are unable to comply with any such order shall be vaccinated by the health officer, at the expense of the Town. SECTIO-+ 4: That whenever any case of Smallpox, or other co n- ageous disease shall come to the knowledge of any Physician, or other person, such Physician or other person, shall report the same to the Health Officer, together with the attending circumstances, within six hours after such knowledge or information, has been by them obtained. r u SECTIO.,i 6; That whenever any case of Smallpox, Varioloid, or contageous diseases, within the Town limits, shall come to the knowledge of the Health Officer, he shall, forthwith, when expediant and practicable, cause such conflicted person or persons, to be quarantined, and properly provided for, and taken care of at the expense of the Town, unless such persons are able to pay such ex- penses, and such Officer shall forthwith, at the expense of the oc- cupant of the house or place, where such infected person may be found, place a yellow flag at such house or place, not less than two feet square. SECTIOi 6: It shall be the duty of the Health Officer to notigr 1 persons who have upon or about their premises, or place of busi- �,,,Cness any garbage,decayed vegetation, or any other unhealthy or noxiaas thing or substance, or any defective or oveiilowing privey, sink, or vault to clean about their said premises, or place of business, to remove all garbage, all decayed vegetation, and all other unhealthy or noxious substance; to clean out and repair all defective and -overflowing priveys, sinks, or vaults, to remove from stables and 1�'Ord barn yards, and from the streets and yards adjacent thereto, all manure and other offensive, noxious, and unhealthy matter or sub- stance. SECTIO11 7: It shall be the duty of the health Officer to ex- amine and inspect all suspected places for the purpose of ascer- taining the sanitary condition of such places, and to inform a- gainst all persons who fail or refuse to obey any notice authorized by this Ordinance. 41 SECTION 8: All notices contemplated by this Ordinance shall "4 1,�'� writing, signed by the Health Officer, and shall be delivered �t�q to the owner, or person occupying any premises, or in chargeof any place of business, barn, or stable, by the Town Marshal. SECTIOL 9: If the Health Officer of said Town, shall willful- �' y fail, or refuse to comply with the provisions of this Ordinance, he shall be deemed guilty of a misdemeanor, and on conviction shell cc be punished by a fine of not less than five dollars, nor more than twenty-five dollars. ,.,,4 SECTION 10: Whoever shall violate any of the provisions of this Ordinance, or shall neglect or refuse to obey any notice issued by the Health Officer, shall be deemed guilty of a misdemeanor, and fi�u' on conviction shall be.apunished by a fine of not less than five, nor / more than twenty-five dollars, for each and every offence. SECTIU 11: All Ordinances and parts of Ordinances in conflict with any of the provisions of this Ordinance, are hereby repealed, and this Ordinance shall be in full force at the expiration of fiv days after its passage and publication.
