An Ordinance relating to and providing for the foreclosure of
delinquent Local Improvement District Assessmerts.
The City of Edmonds does ordain:
SECTIOI< 1: Or the First day of January of any year, commenc-- &A"fl
irg with the First day of January 1929, two installments of any

local improvemert district assessment shall be (ielinquert, or the
firal installment thereof shall have beer delinquent for more tha
one year, the City of Edmonds, or or before the first day of June
of such year, shall proceed, through its regularly constituted
officers as hereafter more particularly designated, with the fore-
closure of all such delinquert assessments or irstallment:or in-
stallments thereof, as the case may be,;by proceeding in the
Superior Court of Srohomish County in ,ar action brought in its ----
own name.
It shall rot be necessary to bring a separate suit for each
separate lot, tract or parcel of lar �_ or other property, or for yr.
each separate local improvement district, but all or any part of
the property so delinquent under any or all assessment rolls or
Local Improvement Districts in the City of Edmonds may be pro-
ceeded against in the same action and all or any of the owners o
persons interested in ary of the property so delinquent may be
joined as parties defendart in a sirgle action to foreclose, and
all or ary liens for such delinquent assessments, or installment or
installments thereof, may be foreclosed it such proceeding.
Such proceeding shall be initiated by filing with the Clerk
of said Superior Court of Srohomish County a certificate of the
City Treasurer of the City of Edmords setting forth a description
of each such separate lot, tract, or parcel of land or other pro-
perty upor which such assessment or irstalLmert or installments
is delinquent, the date of the delinquency and the amount thereof,
ircludirg penalty and interest thereon, the name of the owner
thereof, or that such owner is unkrowr_ as appears upor the assess-
ment roll, the number ar_d date of the passage of the Ordinance
authorizing the improvement, the number ar_d date of the passage
of the Ordirance confirming such assessment roll, and the number
of such Local Improvement District; all such lots, tracts and
parcels of land, or other property, may be included it one cer-
tificate; such certif icate shall be prepared by the City Treasurer
of Edmonds once each year prior to the First day of June.
Upon filing of such certificate the City Treasurer, with the
assistance of the City Lttorrey and such other assistarce as the
City Council may provide, shall proceed with such foreclosure
and -orosecute such foreclosure action to judgment, and the property
shall be sold all as provided it Section 9386 of Remingtor's Com-
piled Statutes of Washingtor. as row amended or as the same may
hereafter be amended.
Provided, however, that this Ordirar_ce shall rot be deemed to
affect perding foreclosure actions, but that such actior_:s r_ow peril-
irg for the foredlosure of delinquert local Improvemer_t District
ti
assessment shall be completed under and pursuant to the Ordinances 0'
and Statutes existirg at the time of the institution of such actions.
SECTIOL 2: The City of Edmonds elects to foreclose it the yv'oz-�
marner provided in Sectior 9386 of Retgirgton's Compiled Statutes of 1i '
Washirgton, as now amended or as the same may hereafter be amer&ed
the lien of ary local improvement District asessuert created prior
to Jure 8, 1927, ar_d. cause deed to issue, but as to ary such pro-
perty purchased by the City or Edmonds, at such foreclosure the
same shall be held and sold by said City :)f Edmonds, under and
pursuart to the provisions of law in force and effect prior to
June 8, 1927.
