An Ordinance providing for the improvement of Fifth Street
in the City of Edmonds from DaytonStreet South a distance of
Ore Thousand Three Hundred Seventy-five,(1375) feet, more or less,
to the center line of Howell Way and Walnut Street from Fifth
Street East Five Furdred Twenty-five,(525) feet, by the construc-
tion on Fifth Street of a ten inch (101' ) concrete Sewer aril or,
Walnut Street of an eight inch (811) concrete sewer together with
the necessary manholes, catch basins and other appurtenances
necessary to make a complete improvement, all in accordance with
Resolution To.102 of the City of Edmonds; creating an Assessment
District; creating a Local Improvement District Fund therefor,
and providing that p yment for such improvement be made by special
assessment on said District under the mode of "Payment by Bonds".
"JHK'LEAS, by Resolution 1.o.102 of the City of Edmonds, the
City Council of said City has declared its intertion to order
the improvement as cove outlined and doing all other work
recessary in correction therewith to make a complete improvement
in accordance with the plans and specifications prepared by the
City Er.gir:eer.
1 017 THEREFORE, _tnle City of Edmonds does ordain:
SECTIOT' 1: That Fifth Street in the City of Edmords from
Dayton_: Street South a distance of One Thousand Three Hundred

Seventy-five (1375) feet, more or less, to the center lire of
Howell Way and Walnut Street from Fifth Street East five Hundred
Twenty-five (525) feet, by the construction or Fifth Street of a
ter inch (10") concrete Sewer and or Walnut Street of an eight
inch (8") concrete Sewer together with the necessary manholes,
catch basins and other appurtenances necessary to make a com-
plete improvement, all in accordance with the plans and specifi-
cations prepared under the direction of the City Engineer, which
plans and specifications are hereby adopted and approved.
SECTIO. 2b That the costs and expenses of such improvement
shall be bore End assessed against the property included it the
Assessment Listrict herein created ir_ accordance with law.
SECTIOI, 3: There is hereby established a Local Improvemeert
District to be called Local Improvement District Lo.48, which
district shall include the following described property, towit:
Beginning at the intersection of the center line of Fifth
Street and Dayton Street in the Plat of the City of Edmonds;
thence South thirty (30) feet; thence East Thirty (30) feet to
the I:orthwest corner of Block 121, in the Plat of the City of
Edmonds; thence cortinuing East for Three Hundred (300) feet
along the rorth line of said Block 121 to the Northeast corner
of Lot Ter (10), said Block 121; thence South along the East line
of Lots Ten (10) and Thirty -ore (31) of said Block 121, Lots Ter
A (10) ard Thirty -ore (31), Block 122, of said Plat and Lot Ter; (10)
Block 123 of said Plat for Six Hundred l inety-sever and Five
T e r t'h s(697.5) feet, to the center line of the Alley in Block
123 of said Plat; thence East along center line of said Alley for
Two Hundred Ten (210) feet.; thence South Seven and Five -tenths
(7.5) feet to the lortheast corner of Lot 24, Block 123, said Plat;
thence South along the East line of Lot 24, said Block 123 and
Lot 17, Block 124, said Plat, for Two Hundred Eighty (280) feet
to the Southeast corner of Lot 17, said Block 124; thence Wiest
Two Hundred Ter_ (210) feet to the Southeast corner of Lot Ter. (10)
said Block 124;therce South Three Hundred Thirty (330) feet, more
or less to an irtersectior with the center lire of Howell Way
produced Easterly; thence Nest alorg said certer lire produced for
Three Hundred Thirty (330) feet to the center line of Fifth Street;
thence forth along said center lire of fifth Street for Ore Thous-
and Three Hundred Fifty-five (1355) feet, more or less, to the
poirt of beginning.
SECTIOI 4: A special fund is hereby created to be called
Local Improvemert District Furd lo.48, which shall corsist in the
aggregate of the several amounts assessed, levied and collected
on the several lots and parcels of land in said Local Improve-
mert District and the proceeds of the sale of the Bonds of the
said District for the purpose of defraying the costs and expenses
of such improvement. Out of said fund shall be paid the Bonds,
the interest thereon_, and the entire cost of such improvemert,
except the cost of labor, as hereinafter provided.
SECTIOI: 5: The costs and expenses of such improvement shall
be defrayed by special assessments payable in ten (10) equal ar-
rual irstallments with interest thereon at the rate of Five (5)
percert per arrnum under the mode of "Payment by Bonds", as pro-
vided by law and the Ordinances of said City.
Bonds bearing interest at the rate of five (5%) percert per
annum; payable on or before twelve_(12) years from date of issue,
shall be issued in,payment of the costs and expenses of such im-
provemert, or the City of Edmonds may, at its election, sell
said Bonds and make payment in cash in the marrer provided by
the Ordinances of said City.
SECTIOIa 6: That the costs and experses of said improvement
to be borne by and assessed against the property of the said
assessment district, and for which Bonds of said district are to
be issued, shall rot include the cost of labor upon said im-
provement, which labor is to be furnished by Federal Funds under
the WPA plan of Federal Government.
