Ordinance 531ORDIYAUOE N0.531. An Ordinance providing for the improvement of the easterly side of Third avenue, in the City of Edmonds, by the construction of a 12" combined sanitary and storm lateral sewer along the East- erly side of Third avenue from ��alnut Street south to Erb in Ilrive; also to improve the alley between Third Ivenue and Fourth Lvenue, in said city, from ?point 364,25 feet south of the center line of Dayton Street; t,ence south to the south line of Section 23, 0 Township 27 171orth, Range 3, East `�i.i�i. , by the construction of an 811 combined sanitary and storm lateral sewer, also to im- prove Walnut Street, in said city, by the construction, along the center line thereof, from the alley between Third bvenue and Pourth Lvenue west to Third �venae, of a combined 8" sanitary and storm lateral sewer, together with the necssary manholes, catch basines and other appertenances necessary to make a com- plete improvement, all in accordance with ziesolution Bo.108 of the City of Edmonds; creating an lssessment District; a Local Improvement District Fund, and providing that payment for such improvement be made by special assessment on said District under the mode of payment by bonds. SECTION 2. That the costs and expenses of such improvement shall be borne by and assessed against the property included 290 0 in the Assessment District herein created in accordance with law. SECTION 3. That there is hereby established a Local Improvement District to be called Local Improvement District N.o.52, which District shall include the followin described property, to -wit: Beginning at the intersection of the center line of Walnut Street and Third Avenue in the City of Edmonds; thence Northerly along the center line of Third Avenue for a distance of 522.4 feet; thence West 16.37 feet; thence Northerly along said center line of Third Avenue for 54.0 feet; thence East 150.0 feet; thence South 54 feet to an intersection with the North line of the SE$ of The SE4 ofth SEg of Section 23, Town- ship 27 North, Range 3 East, W*M..; thence East along said North line for 205.62 feet to an intersection with the center line of Fourth Avenue; thence South along the center line of Fourth Avenuefor 662.4 feet to an intersection with the South line of said SEQ of theSEj Of the SLI; thence West along said South line for 169.29 feet to an intersection with the center line of the alley between Third Avenue and Fourth Avenue; thence Southerly for a distance of 350.83 feet to an intersection with the center line of the alleyin Block 1, Flat of City Park Addition to Edmonds; thence Southerly along the center line of said alley in Block 1 for 621,70 feetto an inter- section with the Northerly line of Erbin Drive; thence West along yhe North line of Erbin Drive for 169.24 feet to an intersection: with the center line of Third Avenue; thence Northerly along the center line of Third Svenue for 1112,53 feet more or less to the Point of Beginning, all in the City of Edmonds, Snohomish County, Washington. SECTION 4. A special fund is hereby created to be called Local Improvement District sand No.52, which shall consist in the aggregate of the several amounts assessed, levied and collected on the several lots and parcels of land in said Local Improvement District and the proceeds of the sale of the bonds of the said District for the purpose of defraying the costs and expenses of such improvement. Ogt of said fund shall be :aid the bonds, the interest thereon, and the entire cost of such improvement, except the cost of labor as here- inafter provided. SECTION5. The costs and expenses of such improvement shall be defrayed by special assessments payable in ten rqual, annual in- -stallmentd with interest thereon at the rate of five per cent per annum under the mode oL' payment by bonds, as provided by law and the Ordinances of said city. Bonds bearing interest at the rate of five per cent per annum, payable on or before twelve years from date of issue, shall be issued in payment of the costs and expenses of such improvement, or the City'of Edmonds may, at its election, sell said boards and make payment in cash in the manner provided by the Ordinaees of said city. SECTION a THAT 50he costs and expenses of said improvement to be born by and assessed againast the property of the said 291 Assessment District, and for which bonds of said District are to be issued, shall not include the cost of labor upon said im- provement, which labor is to be furnished by Federal funds under the WPA plan of Federal Government.
