Section 2: _i,n emer-ency is hereby declaired to exist, with ref-
erence to said expenses, which could not reasonably 4ave been
foresene at the time of makinc, the last annual budget.
Section o: This Ordinance shall take effect and be in fuIll
force and effect upor, its passage and publication as provided
by law.
