Ordinance 560Ordinance No. 560 An Ordinance providing for, the improvement of Bell Street from Seventh Street to Ninth Street; the improvement of Seventh Street from Main Street to Edmonds Street, and the improvement of Eighth Street from Dayton Street to Edmonds Street by grading, surfacing and graveling=of said Streets and such other work as may be nec- essary to make a complete improvement; providing that the pay- ment for said improvement be made by special assessment on the property in said Improvement District under the mode of payment by bonds for materials used, fixed estimate, and all other expenses. Whereas, by Resolution of Intention No. 116 of the City of Edmonds the City Council of the City of Edmonds has declared its intention to order the improvement, as above outlined, together with the .� doin��aarind performance of all other work necessary in connection the7evth to make a complete improvement in accordance with the plans and specifications prepared by the City Engineer, YOW, therefore, the CITY Council of the City of Edmonds does hereby ordain: Section 1: That Bell street be improved from Seventh Street to Ninth Street; that Seventh{ Street ue improved from Main Street to Edmonds Street, and that Eighth Street be improved from Dayton Street to Edmonds Street by grading, surfacing and graveling of said streets, and such other work as may be necessary to make a complejre improvement. Section 2: That the cost and expense of such improvement, in- cluding all necessary incidental expense, shall be borne by and assessed against the property included in the assessment district herein created in accordance with law; the City of Edmonds shall not be liable in any manner for any portion of the costs and ex- penses of such improvement. Section 3: There is hereby established a Local Improvement Dis- trict to be called Local Improvement District No. 59, which District shall include the following described property, to -wit: Beginning at the southwest corner of Lot 30, Block 98, Plat of City of Edmonds;.thence north along the west lines of Lots 30 and 11 of said Block 98 and continuing north along the west lines of 30 and 11 of Block 99 to the platted south margin of Edmonds Street; thence east along the south margin of Edmonds Street to the center of Lot 10, Block 79, Plat of City of Edmonds; thence south along the center line of Lot 10, Block 79 to the center line of the alley in said Block 79; thence east along the center line of the alley in Block 79 to a point opposite the east line of Lot 24,said Block 79; thence south along the east line of said Lot 24, Block 79 and the east line of Lot 75, Block 78 to the center line of the alley in Block 78; thence west along the center line of the alley in said Block 78 to a point opposite the center of Lot 29 of said Block 78 to a point opposite the center of Lot 29 of said Block 78; thence south along a line in the center of Lot 29 , Block 78 and continuing south along a line in the center of Lots 10 and 29 in Block 77 to the north margin of Layton Street to the south- west corner of Lot 30, Block 88; thence north along the west line of Lots 30 and 11, 3lock 88 to the north margin of Main street; thence west along the north margin of Main Street to the point of beginning. Section 4: k special fund is hereby created to be called Local Improvement District Pund Yo. 59, which shall consist in the aggregate of the several amounts assessed, levied and collected 402 on the several lo-.-s and parcels of land, in said Local Improvement District, and the -oceeds of the sale of the Bonds of said Dis- tirct for the par_-ose of defraying .the cost and expense of such improvement. Out of said fund shalloe paid the Bonds, the inter- est thereon, and the entire cost of such improvement. Section 5: The costs and expenses of such improvement shall be defrayed by special assessments payable in ten equal im install- ments, with intere-st thereon at the rate of five (5%) per cent per annum, payable annually, -under the mode of payment by bonds, as provided by la--; and the Ordinances of said City. Bonds bearing interest at the 2-te of five (5%) per cent per annum, payable on or before twelve -,ears from date of issue, shall b,•e isoued in payment of the co::t and expense of such improvement, or the City of Edmonds may at its election, sell said bonds and make payment in cash in the mamer provided by law and the Ordinances of said City r'.
