Ordinance 567Ordinance No. 567 .An Ordinance providing for the improvement of Fifth Street from the center line of Maple Street to the center line of Dayton Street; To improve Maple -Street from the center line of Fifth Street to the center line of-Lleventn Street; to improve Alder Street from the center line of Kinth.. ' Street to the center line of Eleventh Street; to improve Walnut Street from the centerline of Ninth Street to the center line of Eleventh Street; to improve Ninth street from the center line of Walnut Street to the center line of Maple Street by the construction and installation of a combination sanitary and storm sewer, together with the necessary manholes, inlets and appurtenances and such other work as may be necessary to make a complete improvement, all in accordance with Resolution No. 117 of the City of Edmonds; creating an Assessment District; creating a Local Improvement District Fund therefor, and providing that payment for such improvement be made by special assessment on said District under the mode of payment by bonds. WHEREAS, by Resolution No. 117 of the city of Edmonds, The City Council of the said City has declared its intention to order the improvement, as above outlined, and doing all other work necessary in connection therewith to kame a complete improvement in accordance with the plans and specifications prepared by the City Engineer, NOVI, THEREFORE, THE CITY OF EDMOi1DS DOES ORDAIN: Section 1: That Fifth Street from the center line of Maple Street to the center line of Dayton Street; Maple Street from the center line of Fifth Street to the center line of Eleventh Street; Alder Street from the center line of Ninth Street to the center line of Eleventh Street; Walnut Street from the center line of Ninth Street to the center line of Eleventh Street; Ninth Street from the center line of Walnut Street to the center line of Maple Street be improved by the construction and installation of a com- bination sanitary and storm sewer, together with the necessary manholes, inlets and appurtenances and such other work as may be necessary to make a complete improvement. Section 2: That the costs and expenses of such improvement shall be borne by and assessed against the _property included in the Assessment District herein created in accordance with ]yaw. Seoti6n 3: That there is hereby established a Local Improvement District No. 60, which District shall include the following des- cribed property, to -wit: 412 Beginning at the intersection of center line of Fifth Street and the center line of the alley in Block 121, Plat of City of Edmonds extended; thence East along the center line of Blocks 121, 960 89, 76, 69 and 38 of said Plat to the Northeast corner of Lot 25,.said Block 38; thence south along the Fast line of said Lot 25 and along the East line of Lot 16, Block 37, Plat of the City of Edmonds to the center of alley in said Block 37; thence East along said alley center line to the East City Limits which is the center line of Eleventh Street; thence south along the; East City Limits to the intersection with the South line of Block 35, Plat Qf the City of Edmonds extended which is a point on the South City Limits; Thence West along the South side of Blocks 35 and 72 to the center of Ninth Street; thence North along,the center line of Ninth Street to a point opposite the center of the alley in Block 75; thence West along the center line of the alley in Blocks 75, 90, 95 and 122 to the center of Fifth Street; thence North along the cG;nter line of Fifth Street to point of beginning (less the South half of Block 96 and the North half of Block 95 Plat of the City of Edmonds) all in the City of Edmonds, Snohomish County, Washington. Section 4: .A.special fund is hereby created to be called Local Improvement District Fund No. 60, which shall consist in the aggre- gate of the several amounts assessed, levied and collected on the several lots and parcels of land in said Local Improvement District and the proceeds of the sale of the bonds of the said District. Out of said fund shall be paid the bonds, the interest thereon, and the entire cost of such improvement. Section 5:. The costs and expenses of such improvement shall be de- frayed by special assessments payable in ten equal installments, with interest thereon at the rate of five per cent (5%j per annum, payable annually, under the mode of payment by bonds, as provided by law and the Ordinances of said City. Bonds bearing interest at the rate of five per cent (5%) per annum, payable on or before twelve years from date of issue, shall be issued in pay-ment of the costs and expense of such improvement, or the City of Edmonds may at its election, sell said bonds and make payment in cash in the manner provided by las and the Ordinances of said City.
