frayed by special assessment, payable in ten (10) equal installments,
with interest thereon at a rate not to exceed 5% per annum, payable

not to exceed 5% per aruwm, payi_ble on or before twelve years from the
date of issue, shall be issued in payment of the costs and expenses of
such improvement, or the City of Edmcnds may, at its election, sell
