AN ORDINANCE AMENDING CHAPTER 12.12, SECTION 12.12.710 OF THE EDMONDS CITY CODE, EFFECTING CHANGES IN OFF-STREET PARKING MgLJIREMENTS IN RESTRICTED COMMERCIAL USE DISTRICTS (R -C).__ W H E R E A S, the Planning Coms fission of the City of Edmonds did, • by Resolution No. _4", , recommend that off-street parking requirements in Restricted Commercial use districts, City of Edmonds, be amended, and the City Council being fully advised in the matter, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS DOES ORDAIN AS FOLLOWS: Section 1_ That Chapter 12. 12, Section 12. 12.710 of the Edmonds City Code be and the same is hereby set forth, as amended: 12.12.710 _Off-street parkinTrequirements. (a) Parking areas when required by this chapter shall meet the following requirements: 1. Required off-street parking for residential uses shall be on the same lot as the dwelling or dwellings for which they are provided. 2. Required off-street parking for other than residential uses shall be within a distance of five hundred (500) feet, measured along the shortest route of available pedestrian access between any entrance of such use and the nearest pert of the required parking space. 3. All parking space provided for nonresidential uses in other than M-1 Districts shall be surf aced with asphaltic or cement concrete or penetration type bituminous surfacing of minimum thickness of one and one-half (1-1/2) inches to provide a dust free parking lot. 4. All parking areas shall have a means of access to a public street or public alley. (b) Parking Areas: When off-street parking areas are stipulated as being re- quired for a specific use district, then any new facility or the enlargement of an existing facility shall provide as a minimum, the maximum number of parking spaces as provided below: • Multiple Dwellings: One (1) parking space for each individual dwelling unit. Churches: One (1) parking space for each one hundred sixty (160) lineal inches of pew space. Theaters: One (1) parking space for each one hundred sixty (160) square feet of gross floor area. Schools: Elementary: One (1) parking space for each teaching station, administra- tive office, janitorial office. Junior High: One (1) parking space for each teaching station, administra- tive office, janitorial office. Senior High: Five (5) parking spaces for each teaching station, one for each administrative and janitorial office. Auditoriums (school or otherwise), Lodges or Fraternal Halls and Clubhouses: One (1) parking space for each two hundred (200) square feet of gross d floor area. Hospitals, Nursing and Con«lescent Homes: One (1) parking space for each doctor, one (1) parkiuig space for each four (4) employees, and one (1) parking space for each four (4) beds. Commercial. or retail establishments: One (1) parking space for each two hundred (200) square feet of gross floor area, and in no case less than five (5); PROVIDED, however, that in Restricted Commercial land use districts (R -C), an off-street parking ratio of three (3) s ,Hare feet of off-street parking area for one square foot of gross retail floor space shall be required. Industrial: Manufacturing: One (1) parking space for each four (4) employees per shift. Utility Substations: Minimum of four (4) spaces. The Board of Adjustment may under its jurisdiction in granting special property uses permit a use, the parking requirements for which would be either night time or Sunday, to utilize a parking lot jointly with andber use or uses, the parking requirements of which are daytime, provided it is jointly agreed to by the owners or representatives of the i•irties involved, and it is established that the parking requirements for each will not be conflicting, and the parking facility is within three hundred (300) feet of the uses concerned. Section 2. This Ordinance shall be in full force and effect from and after five days after its passage and publication according to law.
