AN ORDINANCE APPROVING AND CONFIRMING THE ASSESSMENT AND ASSESS- MENT ROLL OF LOCAL IMPROVEMENT DISTRICT NO. 116 FOR THE IMPROVE- MENT OF ADMTRAL WAY, IN THE CITY OF EDMONDS, FROM ITS SOUTHERN TERMINUS NORTH TO DAYTON STREET, AND DAYTON STREET FROM THE CITY BEACH OR THE MOST WESTERLY POINT OF DAYTON STREET, EASTERLY TO THIRD AVENUE BY INSTALLATION OF STANDARD CURBS AND GUTTERS AND PAVING WITH ASPHALTIC TYPE CONCRETE AND RELATED WORK NEC- ESSARY TO MAKE A COMPLETE IMPROVEMENT, ALL IN ACCORDANCE WITH • RESOLUTION OF INTENTION NO. 164 OF THE CITY OF EDMONDS, WASHINGTON; LEVYING AN ASSESSMENT ON ACCOUNT THEREOF AGAINST THE SEVERAL LCIS, TRACTS AND PARCELS OF LAND AS SHOWN ON SAID ROLL; PROVIDING FOR THE ISSUANCE OF BONDS THEREFOR, AND FDUNG THE DATE OF THE ISSUANCE THEREOF; FIXING THE INTEREST RATE ON THE BONDS TO BE ISS- UED IN CONNECTION THEREWITH, AND FIXING THE INTEREST RATE ON THE UNPAID ASSESSMENTS IN SAID LOCAL IMPROVEMENT DISTRICT NO. 116. -------------------- THE CITY COUNCIL OF THE CITY OF EDMONDS DOES ORDAIN: Section 1. That the assessn.ent and assessment roll of local improve - went district No. 116 for the improvement of the following described property: Beginning at the intersection of the west margin of 3rd Avenue and the north margin of Dayton Street; thence north 120 feet; thence west 119 feet; thence westerly to a point 338 feet west and 150 feet north of the point of beginning; thence west and westerly parallel to the north margin of Dayton Street and 150 feet north of the north margin of Dayton Street to the northwest corner of Government Lot 3; thence southwesterly along the Government meander line 650 feet more or less to a point 150 feet perpen- dicular distant from the west margin of Ac:miral Way; thence southwesterly parallel to said west margin to the north line of Port of Edmonds property; thence southeasterly at right angle to Admiral Way to a point at a perpendicular distance of 100 feet northwesterly from the easterly right of way line of the Great Northern Railway; tl.ence northeasterly parallel to said easterly right of way line to a point southwesterly from the southerly margin of Dayton Sti eet at a distance of 150 feet measured perpendicular to said southerly margin; thence eas'erly parallel to the south margin of Dayton Street to the west margin of Third Avenue; thence north to the point of beginning; by installing standard curbs and gutters and by paving with asphaltic type concrete, and any necessary grading or base preparation and related work necessary to make a complete improvement in accordance with City standards, on Admiral Way, in the City of Edmonds, from its southern terminus north to Dayton Street, and Dayton Street from the City Beach or the most westerly point of Dayton Street, easterly to Third Avenue, all in accordance with Resolution of Intention No. 164 of the City of Edmonds and Ordinance No. 942, as the same now stands, be and the same is hereby in all things approved and confirmed. ..,z Section 2. That each of the lots, tracts and parcc.s of land or other property shown on said roll, is hereby declared to be specially benefited by said improvement in at least the amount charged against the same, and that the assess- ment appearing against the same is in proportion to the several assessments ap- pearing upon said roll, and there is hereby levied an assessment against each lot, tract and parcel of land and other property appearing upon said roll in the amowit finally shown and charged against the same thereon. Section 3. That the 10th day of September, 1963, be and the same is hereby fixed as th, date of the issuance of the bonds required to be issued on ac- count of said improvement. Section 4. That the bonds to be issued in connection with and to pay the costs of local improvement district No. 116 of the City of Edmonds have been sold and shall be delivered to - - - _Y- - i ------- in accordance with bid accepted December 18, 1962. Section 5. That the interest rate on the said bonds in said local im- provement district 116 be and the same is hereby fixed at // 40percent per annum, and the interest rate on the unpaid assessments in said local improvement district 116 be and the same is hereby fixed at S per cent per annum.
