AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON
RELATING TO TELEPHONE CALLS BY PRESCRIBING A
PENALTY FOR MAKING CALLS OF AN OBSCENE, THREATEN-
ING OR HARASSING NATURE AND CREATING A NEW CHAPTER
• IN THE EDMONDS CITY CODE, CHAPTER 5.50
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON DO
ORDAIN AS FOLLOWS:
Section 5.50.01.0. It shall be unlawful for any person
with intent to harass, frighten, intimidate, torment or em-
barass any other person, to make a telephone call to such
other person;
A. Using lewd, lascivious, profane, indecent, or
obscene words or language, appealing to the prurient
interest of the community as a whole, or suggesting the
commission of any lewd or lascivious act; or
B. Anonymously or repeatedly or at an extremely in-
convenient hour, without purpose of legitimate communi-
cation, whether or not conversation ensues; or
C. Threatening to inflict injury on the person or
property of the person called or any member of his or
her family.
Section 5.50.020, Any offense committed by use of a tele-
phone as set forth in Section 5.50.010 of 'his Ordinance shall
be deemed to have been committed either at the place from which the
telephone call or malls originated or at the place the telephone
• call or calls were received, whichever takes place in the City
of Edmonds.
Section 5.50.030 Anyone convicted of violating any of the
provisions of this Ordinance shall be guilty of a misdemeanor
and shall be pu„ished by a fine in a sum not to exceed $500
or confinement in the city jail for a term not to exceed 90
days, or by both such fine and imprisonment.

Section 5.50.040 If any provisions of this Ordinance
or the application thereof to any person or circumstances
• s held invalid, such invalidity shall not affect other pro-
visions or applications of this Ordinance which can be

given effect without the invalid provision or application,
and, to this end, provisions of this Ordinance are declared
to be severable.
