Ordinance 1356ORDINANCE NO. /.3S AN ORDINANCE OF THE CITY OF EDMONDSM WASHINGTON AMENDING SECTION 7.01.010 OF THE EDMONDS CITY CODES ADOPTING MUNI- CIPAL PUBLIC WORKS CONSTRUCTION STANDARD SPECIFICATIONS AND STRUCTURAL SPECIFICATIONS AS SUPPLEMENTED AND MODIFIED BY THE EDMONDS CITY ENGINEERING DEPARTMENTS AND SUPPLEMENTING CHAPTER 7.01 OF THE EDMONDS CITY CODE BY PROVIDING FOR: PLANS AND PROFILES FOR PLAT AND ,COMMERCIAL DEVELOPMENTS; STREET CLASSIFICATION STANDARDS.,,' FUNCTIONS AND WIDTHS; STORM DRAINAGE STANDARDS; STREET SURFACING AND BASE PREP- ARATION; UTILITIES LOCATION AND STANDARDS; SUBMITTAL OF PLATS AND PLANS; INSPECTION REQUIREMENTS; CURB CUT REQUIRE- MENTS; DRIVEWAY REGULATION, DESIGN AND CONSTRUCTION; AND PROVIDING PENALTIES. THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON DO ORDAIN AS FOLLOWS: Section 7.01.010. Edmonds City Codes Section 7.01.010 is hereby amended to read as follows: "7.01.010 Adoption of Standard Specifications for Municipal Public Works Construction. Those certain printed compilations, three copies of which have been and are now on file in the office of the city clerk of the City of Edmonds, Washington, for use and examination of the public, both prepared by the Wash, ngton;::Ptate _Chapter of the American Public Works Association, designated the 1963 Standard Spedifications for X-anicipal Public Works Construction' and the 1964 Standard Structural Specifications for Munidipp�l Public Works Construction, as amended and modified by the City Engineer in those engineer1s,drawings dated 12/20/67C DWG, No. 1 through 13' approved by the City Engineer, three copies of which have been and now are on file in the office of the City Clerk of the City of Edmondst Washington' for use and examination of the public, are hereby adopted by reference and ;?all public works cons- truction, including, but not limited to streets, sewers, water distribution systems, and other such facilities, including structural features,, shall conform to said compilations." Section 7.01.040 Plats and Commercial Development A plan and profile of the proposed street, showing the following data, shall be submitted to the City Engineer for approval prior to construction for the issuance ofaz-.building permit for any structure within a plat or major subdivision and prior to construction and prior to the issuance of a building permit for any commercial building, structure or construction. PLAN 1. Street alignment in stations of 100 foot intervals. 2. Bearings on street centerline. 3. Curve data on all horizontal curves. 4. Right-of-way lines and widths for proposed street and side streets. 5. All topography within the right-of-way limits, include all utilities. 6. Label all streets and adjoining subdivisions. 7. Typical roadway section of proposed street. 8. Existing and proposed drainage structures (indicate direction of flow). 9. Suggested map scale 1" = 100' or 1" = 501. PROFILE 1:.. Original ground line. 2. Stationing intervals of 100 feet. 3. Control elevation on border of sheet. 4. Grade line showing percents and vertical curves. 5. Indicate datum used and all bench marks. 6. Profile scale shall be vertical 1" =10' or 1" = 5' ; horizontal 1" = 100' or 1" = 501. - Section 7.01.050 Street Classifications The minimum standards for street development shall be as follows: A. Primary and Secondary State Highway, Function: To expedite movement of through traffic to major traffic generators (such as central business district, regional and major community shopping center, commercial ser- vice district, small college or university, military installa- tion, etc.) and from community to community. To collect and distribute traffic from freeways and expressways to less im- portant arterial streets, or directly to traffic destirstions. Right-of-way width: 80 feet to 150 feet. B. Community Arterial Street Function: To collect and distribute traffic from higher type arterial highways to less important streets, or directly to traffic destination; to serve secondary traffic generators (such as community business center, high school, junior high school, shopping centers, major park, golf course, important grouping of churches, multiple residence area, concentration of offices -2- or clinics, major private recreation facility,: large hospital,, etc.) and traffic from neighborhood to neighborhood within a community. Right-d-way width: 60 feet minimum, 80 feet desirable. Width between curbs: 44 feet C. Neighborhood Collector Street Function: To collect and distribute traffic from higher type arterial streets to access streets, or directly to traffic destinations; to serve neighborhood traffic generators (such as one store or a small group of stores, elementary school, church, club house, small hospital or clinic, small apartment area, etc.) Right-of-way width: 60 feet minimum. Width between curbs: 36 feet in low density residential area. 40 feet in high density residential area or on transit route. D. Residential Access Street Function: To provide access to residential property. Right-of-way width: 60 feet minimum, or as specified on Official Street Map. 60 feet minimum on cul-de-sacs under 500 feet in length with 36 feet paving. 50 feet minimum on cul- de-sacs under 500 feet in length with 32 feet paving. Width between curbs: 32 feet or 36 feet. (In special application, 34 feet of thickened -edge pavement) E. Commercial Access Street Function: To provide access to commercial properties in business, commercial, and industrial areas. Right-of-way width: 60 to 100 feet. Width between curbs: 40 to 60 feet. Section 7.01.060 Storm Drainage Adequate provision shall be made for storm drainage, the minimum standards for said drainage being as follows: A. Maximum length of surface drainage for thickened edge pavements or curb sections shall not exceed 300 feet, unless otherwise approved by City Engineer. B. Maximum spacing between catch basins shall not exceed 300 feet, suggested catch basin spacing and % grade are as follows, or as directed by Engineer; 300 ft. - 0.5P/6 to 8.00 200 ft . - 8.0 d/c to 12.0%, 150 ft . - 12 oj6 or greater. -3- C. All curlvert pipe, except when used for individual driveways on ditched roadways, shall be grouted. Twelve inch minimum plain concrete culvert pipe to be used between catch basins. Eight inch4animum concrete pipe which may be used between inlet and catch basin. D. Catch basins shall be type "!A" and may be poured in placer concrete block or precast, in accordance with approved plans. E. For depths over 5 feet to flowline, standard manholes or Type II catch basins will be required. F. All drainage mgst be shown on the roadway plan and shall be submitted to the City Engineer for approvalt. prior to construction. G. Drainage easements should be indicated, both on final tracing of plat for recording and the Plan and Profile Sheet. Section 7.01.070 Street Surfacing and Base Preparation. Minimum street surfacing and base preparation standards shall be as follows: A. Source of surfacing materials and types must be approved by the City Engineer before construction begins. B. Pit run gravel base will be constructed as required by the City Engineer. If the existing base is sufficiently granular, no extra base will be required. C. Next, a 3 inch compacted depth of crushed rock base course shall be constructed. This rock shall be 1-1/4 inch minus meeting the specifications outlined in the Standard Specifications for Municipal Public Works Construction. D. Next, a 2 inch compacted depth of crushed rock top course shall be constructed of 5/8 inch minus rock meeting the specifications outlined in the Standard Specifications. E. Finally, a 2 inch compacted depth of Class "B" Asphal- tic Concrete Pavement shall be constructed in accordance with the Standard Specifications. In the case of arterial streets, two lifts of 1-12" each will be required. Section 7.01.080 Utilities Locations for utilities are shown on the Standard Details engineer's drawings hereinabove adopted, or as authorized by the City Engineer in the:case of special circumstances due to topographical configurations, existing and proposed development and other engineering con- siderations. Mains and service connections to all lots shall be completed prior to placing any surfacing materials. The construction of underground utilities shall conform to the Standard Specifications for Municipal Public Works Construction. Section 7.01.090 Submittal of Plat and Plans No plat or major subdivision may be submitted for recording or con- struction until the plan, profile and street section, includ- ing construction details for drainage and location of all utility facilities, are approved and construction shall be in Im accordance with approved plans. Any variances shall be subject to approval or indicated on "As -Built" plans. Section 7.01.100 Plat and Subdivision Inspection Re- quirements. It shall be the responsibility of the developer to notify the City Engineer prior to the start of construction and upon resumption of work after any work stoppage so that adequate inspections can be made of the work in progress. Failure to comply will necessitate appropriate testing by a recognized materials laboratory and/or furnish certified bills for all materials. In the event this action is necessary, no further work will be permitted on the plat or major subdivision until all tests have been completed and all corrections are made to the satisfaction of the City Engineer. Section 7.01.110 Curb Cut Requirements A. No person, corporation or other organization shall commence work on the construction,, alteration, repair, or removal of any driveway or the paving of any parking strip on any streets alley, or other public place in the City of Edmonds, without a written permit first having been obtained from the City Engineer. B. Any party requesting such permit shall file a written application thereto with the City Engineer. Such application shall be made in duplicate on a standard City form provided for that purpose. C. No plans shall be approved it appears that the proposed work or with the provisions of this chapter City of Edmonds, nor shall issuance as a waiver of the zoning ordinance concerning the plan. D. Location: nor a permit issued where any part thereof conflicts or any ordinance of the of a permit be construed or other requirements 1. No driveway shall be so located as to create a hazard to pedestrians or motorists or invite or compel illegal or unsafe traffic movements. 2. Unless otherwise approved by the City Engineer, all driveways including the returns shall be confined within lines perpendicular to the curb line and passing through the property corners. 3. No driveway shall be constructed in such a manner as to be a hazard to any existing street lighting stan- dard, utility pole, traffic regulating device, or fire hydrant. The cost of relocating any such street structure when necessary to do so shall be borne by the abutting property owner, said relocation of any street structure shall be performed only through the person holding au- thority for the particular structure involved. -5 - .. 4. On private property access to parking structures ignated for parking purposes vehicles. E. Size and Number: a. Except as otherwise of any residential driveway feet exclusive of the radii ment being made parallel to roadway. The maximum width shall be thirty (30) feet. every driveway must provide or access specifically des - requiring the entrance of provided herein,; the width shall not exceed twenty (20) of the returns, the measure - the centerline of the street for commercial driveways b. The width of any driveway shall not be less than ten (10) feet, exclusive of the radii of the returns, the measurement being made perpendicular to the center line of the driveway. C. Except as otherwise provided in (a) above, the total width of all driveways for any one ownership on a street shall not exceed fifty percent (50'A of the frontage of that ownership along the street. Any drive- way which has become abandoned or unused through a change of the conditions for which it was originally intended, or which for any other reason has become un- necessary, shall be closed and the owner shall replace any such driveway with a standard curb to be constructed according to the City's general specifications. d. There shallbe not more than two (2) driveways on one street for any one ownership except where a single ownership is developed into more than one unit of oper- ation! each sufficient in itself to ire et the requirements of off-street parking and/or loading as required by the zoning ordinance, and where the necessity for separate access to the street is evident. In such cases there shall be not more than two (2) driveways on the street for any one unit of operation. F. Driveway Angle: The angle betwen any driveway and the street roadway or curb line shall not be less than forty-five degrees (450) . Section 7.01.120 Penalties. If any person or personst firm or firms, or organization or organizations of any kind or description, violate the provisions of this chapter or any part thereof, said person or persons, and the officers and directors of any firm or organization, shall be subject to a fine not to exceed five hundred dollars ($500) or imprisonment for a period of not to exceed the term of three months, or bot$i, for each offense or failure to comply, and each day of continuing violation or of failure to comply shall constitute a separate offense.
