Ordinance 1683ORDINANCE NO. 168- AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, CREATING AN AMENITIES DESIGN BOARD; EMPOWERING SAID BOARD TO RECOMMEND THE ESTABLISHMENT OF DESIGN DISTRICTS, THE ESTABLISHMENT OF GOALS, OBJECTIVES AND POLICY FOR SAID DISTRICTS AND RECOMMENDING LEGISLATION FOR THE IMPLEMENTATION OF SAID POLICIES; ESTABLISHING ELIGIBILITY AND TERMS FOR MEMBERSHIP OF SAID BOARD; PROVIDING FOR THE ELECTIONS OF OFFICERS AND ESTABLISHMENT OF MEETING DATES. WHEREAS, the City Council of the City of Edmonds, Washington, has determined there is a need to supplement existing zoning and land use regulations to include aesthetics and amenities and to ensure an orderly development consistent with the goals and ob- jectives of the community as a whole, and WHEREAS, the City Council finds that it is in the interests of the public health, safety and general welfare that an amenities design board be established and empowered to advise the City Council with respect to an orderly development of land uses within the boundaries of said City, now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. It is hereby created a new chapter to the Edmonds City Code, Chapter 1.10 which shall be entitled, "City Amenities Design Board." Section 1.10.010 Board Created - Terms of Office. There is created a city amenities design board consisting of five members and the membership of said board shall be composed of one architect and/or building designer, one landscaper, or landscape architect, one builder or developer, one educated or having practical experience in planning and one lay person. The lay member shall reside within the city limits of the City of Edmonds. That in addition to the above set forth members, one member of the Planning Commission to be selected by said Planning Commission shall sit as an ex-officio member of the board and shall have all the rights of any other member of the board except he shall not be entitled to vote. Members to said board shall be appointed by the Mayor, and shall be confirmed by the City Council. Members shall be selected without respect to political affilia- tion and they shall serve without compensation. Section 1.10.020 Terms of Membership. The term of member- ship for the members of the amenities design board shall be five (5) years, provided, however, that in order that the fewest terms will expire in any one year, the terms of the first appointive members shall expire on the annual anniversary date of the effective date of this section as follows: Position No. 1 1974 Position No. 2 -- 1975 Position No. 3 -- 1976 Position No. 4 -- 1977 Position No. 5 -- 1978 The initial position numbers for each member shall be determined by lot after their appointment and confirma-® tion. Vacancies occurring otherwise than through the expiration of terms shall be filled for the unexpired terms. Members may be removed, after public hearing, by the Mayor, with the approval of the City Council, for inefficiency, neglect of duty, or malfeasance in office. Section 1.10.030 Officers of Board - Meetings - Quorum Members of the board shall meet and organize by electing from the members of the board, a chairman and a vice- chairman, and such other officers as may be determined by the board. It shall be the duty of the chairman to preside at all meetings. The vice-chairman shall perform this duty in the absence of the chairman. A majority of the board shall constitute a quorum for the transaction of business. A majority of a quorum may transact any particular business of the board. A public meeting of the board shall be held on the fourth Wednesday of every month at 7:30 p.m. at the Civic Center. In the event that the board is unable to complete its agenda at its regular public meeting, the first Wednesday of each month shall be deemed a regular public meeting of said board and those items not completed at the meeting on the fourth Wednesday of each month may be continued to the first Wednesday of the next succeeding month. Section 1.10.040 Powers and Duties. The board is empowered to advise and make recommendations to the Mayor, City Council, Planning Commission and the Planning Department on matters hereinafter enumerated and on such matters as may be specifically referred to the board by the Mayor, City Council, Planning Commission or the Planning Department. 1. To study and prepare a recommendation for a comprehensive amenities design plan including the recommendation of establishment -2- of specific design districts which shall be a part of the comprehensive plan. 2. To review and study land use within the City of Edmonds from a design standpoint; 3. To establish goals, objectives and policies for design districts; 4. To recommend legislation to effectuate the implementation of the comprehensive amenities design plan and the goals, objectives and policies for each established design district; 5. And for such other matters as shall be referred to the board for review and recom- mendation by the Mayor, City Council, Plann- ing Commission or the Planning Department.
