AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING SECTION 11.20.090 OF THE EDMONDS CITY
CODE TO DELETE THE PROVISIONS PERMITTING SEWAGE
DISPOSAL SYSTEMS TO BE DESIGNED OTHER THAN BY SEW-
AGE DISPOSAL SYSTEMS DESIGNERS OR SANITARY OR
LICENSED CIVIL ENGINEERS.
WHEREAS, the City has for a number of years permitted
a resident or intended resident owner of a single family re-
sidence to design their own septic system, and
WHEREAS, the City Council finds that permitting the
septic systems to be designed other than by sewage disposal
system designers who are properly certificated or by sani-
tary or civil engineers licensed by the State of Washington
has resulted in substantial additional burdens on the City
due to the lack of knowledge of septic systems of persons
not properly qualified to design such systems, necessitating
that the codes of the City be amended to provided the septic
systems be designed by properly qualified individuals or
firms, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON DO
ORDAIN AS FOLLOWS:
Section 11.20.090(A) of the Edmonds City Code is hereby
amended to read as follows:

"11.20.090 Design Standards. A. DESIGNER. Sewage
disposal systems shall be designed by a sewage disposal
system designer, certificated as provided in this chapter,
or by sanitary or civil engineer licensed by the State
of Washington."
