Ordinance 1988ORDINANCE NO. 1988 AN ORDINANCE FOR THE CITY OF EDMONDS, WASHINGTON, AMENDING THE 1978 BUDGET BY AMENDING ORDINANCE NO. 1964, PASSED ON DECEMBER 20, 1977, AND ORDINANCE NO. 1975, PASSED ON FEBRUARY 7, 1978, BY INCREASING THE REVENUES AND APPROPRIATIONS IN THE GENERAL FUND 001, AND IN THE FEDERAL SHARED HOME SAFETY GRANT FUND NO. 195 AND IN THE CAPITAL IMPROVEMENT FUND NO. 325 AS A RESULT OF UNANTICIPATED CASH CARRY- OVER FROM 1977 AND AN INTERFUND LOAN; APPROPRIATING SAID FUNDS AND DECLARING AN EMERGENCY. WHEREAS, there were certain funds appropriated in the 1978 Budget for construction of capital improvements on the Senior Citizens Center parking lot, and said funds were not in fact expended, and WHEREAS, there were certain funds appropriated in the 1977 Budget in the Federal Shared Home Safety Grant Fund No. 195 which funds in fact were not expended in 1977, and WHEREAS, said funds were expected to have been expended in 1977 and accordingly were not appropriated in the 1978 Budget, resulting in an unappropriated cash -carry-over, and WHEREAS, certain grant monies from the Federal Government have been received for the renovation of the museum which monies, in order to be accepted must be matched by the City, and WHEREAS, the City Council finds that it is in the public interest to accept the Federal Grant monies for renovation of the museum and to appropriate monies received from an interfund loan for the purpose matching said grant monies, and WHEREAS, the City Council finds and so declares that there is an emergency necessitating the passage of an ordinance amending the 1978 Budget to increase the revenues and appropriations in the funds as set forth hereinafter, and WHEREAS, this ordinance has been introduced for not less than five days prior to its passage, now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Section 2 of Ordinance No. 1964, passed on December 20, 1977, and the schedule attached to said Ordinance, and Section 1 of Ordinance No. 1975, passed on February 7, 1978, are hereby amended to reflect the following changes: 1. An increase in the revenues and appropriations to and from the General Fund, Department 33, in the amount of $3,000.00 for capital outlay expenditures on the Senior Citizens Center parking lot; 2. An increase in revenues and appropriations to and from the Federal Shared Home Safety Grant Fund No. 195, in the amount of $5,090.00; 3. An increase in the revenues and appropriations to and from the Capital Improvement Fund No. 325 for expenditures for renovating the City's museum, said funds coming from an int.erfund loan authorized by Resolution of the City Council in the amount of $9,500.00; Section 2. A schedule listing each separate fund, the revenue estimated to be received by said fund, the appropriations from each such fund, and the aggregate total of revenues and appropriations for all of said funds is set forth in Exhibit A attached hereto and incorporated in full by this reference. Section 3. The Finance Director is hereby directed and authorized to make the necessary line adjustments and -2- entries to reflect the increase in revenues and appropriations set forth hereinabove in Section 1.
