Ordinance 2007ORDINANCE NO. 2007 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, ADOPTING THE 1976 EDITION OF THE UNIFORM PLUMBING CODE BY AMENDING SECTION 11.12.010, OF THE EDMONDS CITY CODE; REPEALING SECTION 11.12.020 OF THE EDMONDS CITY CODE AND ADDING A NEW SECTION 11.12.020 TO THE EDMONDS CITY CODE TO ESTABLISH THE BOARD OF APPEALS; AND REPEALING SECTION 11.12.050 OF THE EDMONDS CITY CODE AND ADDING A NEW SECTION 11.12.050 TO THE EDMONDS CITY CODE TO REQUIRE PRESSURE RELIEF VALVES ON EACH HEATING DEVICE. WHEREAS, the City Council of the City of Edmonds, Washington, finds the 1976 Edition of the Uniform Plumbing Code should be adopted as the Plumbing Code for the City and further finds that the following amendments are in the best interest of the public health, safety and general welfare, now, therefore, THE CITY COUNCIL FOR THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. The 1976 Edition of the Uniform Plumbing Code, three copies of which have been and are now on file in the Office of the City Clerk, is hereby adopted by reference as the Plumbing Code of the City of Edmonds by amending Section 11.12.010 of the Edmonds City Code to read as follows: "11.12.010 Adoption By Reference of Uniform Plumbing Code. That certain printed code, three copies of which are and have been on file in the office of the City Clerk of the City of Edmonds for use and examination of the public, being marked, printed and designated as the Uniform Plumbing Code, 1976 Edition, (including appendices A, B, C, D, E, G, and H, but excluding appendix I), copyrighted in 1975 by the International Association of Plumbing and Mechanical Officials, is hereby adopted by reference and incorporated herewith as if fully set forth within this chapter, as the Plumbing Code of the City of Edmonds, subject to the modifications and amendments hereinafter set forth, and each and all of the regulations, provisions, penalties, conditions and terms of such Uniform Plumbing Code herein mentioned and as amended and on file in the office of the City Clerk is hereby established, pursuant to the laws of the State of Washington, as the Plumbing Code in and for the City of Edmonds." Section 2. Section 11.12.020 of the Edmonds City Code is hereby repealed and a new Section 11.12.020 added to read as follows: "11.12.020 Board of Appeals. Section 20.14 of the Uniform Plumbing Code, 1976 Edition, as adopted herein, is hereby amended to read as follows: 20.14 Board of Appeals. The Board of Appeals created and established in Chapter 11.02 of the Edmonds City Code shall act as a Board of Appeals in making a determination of any appeal arising from actions of, or interpretations by, the administrative authority. All appeals shall be made in writing and state in full the reason or other basis for the appeal. The appellant may appear in person before the Board or be represent- ed by an attorney and may introduce evidence in support of his claims. The appellant shall bear all costs and expense of any tests or research required by the Board to substantiate his claims. Section 3. Section 11.12.050 of the Edmonds City Code is hereby repealed and a new Section 11.12.050 added to read as follows: "11.12.050 Pressure Relief Valves Required. Section 1007() of the Uniform Plumbing Code as adopted herein is amended to read as follows: (c) Any water system provided with a pressure regulating device or check valve at its source or any water system containing water heating devices shall require installation of approved, listed and adequately sized pressure relief valves. Each water heating device shall have an approved, -2- listed and adequately sized pressure relief valve mounted on the device. Section 4. This ordinance shall be in full force and effect five days after passage and publication by posting as provided by law. APPROVED: MAYOR, H.
