Ordinance 2013ORDINANCE NO. 2013 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, AMENDING THE 1978 BUDGET BY AMENDING ORDINANCE NO. 1964, PASSED ON DECEMBER 20, 1977, ORDINANCE NO. 1975, PASSED ON FEBRUARY 7, 1978, AND ORDINANCE NO. 1988, PASSED ON APRIL 18, 1978, BY INCREASING THE REVENUES AND APPROPRIATIONS IN GENERAL FUND 001, DEPARTMENT 26 BY VIRTUE OF UNEXPENDED IPA GRANT MONIES; INCREASING THE REVENUES AND APPROPRI- ATIONS TO AND FROM THE THE CAPITAL IMPROVEMENT FUND NO. 325 AS A RESULT OF RECEIPT OF UNANTICIPATED FEDERAL INDIRECT GRANT FOR THE PURPOSE OF PAVEMENT MARKING DEMONSTRATION PROGRAM; CREATING A NEW COSTAL ZONE MANAGEMENT PROJECT FUND NO. 192 AND PLACING IN SAID FUND MONIES RECEIVED FROM A FEDERAL INDIRECT GRANT FOR THE PURPOSE OF A SHORELINE STUDY; AND APPROPRIATING SAID FUNDS; AND DECLARING AN EMERGENCY. WHEREAS, the amount of One Thousand Three Hundred Eighty ($1,380.00) in General Fund 001, Department 26 was budgeted for expenditure in fiscal 1977, under an IPA Grant which sum was not expended requiring reappropriation of said monies, and WHEREAS, Since the passage of the 1978 Budget the City has received Twenty Eight Thousand Eighty One Dollars ($28,081.00) from a Federal government indirect grant for the purpose of a pavement marking demonstration program, and WHEREAS, the City has received Five Thousand Two Hundred Fifty Six Dollars ($5,256.00) from a Federal govern- ment indirect grant for the purpose of a shoreline study, and WHEREAS, receipt of said Federal indirect grants was not reasonably anticipated at the time of adoption and passage of the 1978 Budget and there is a need to authorize the expenditure of said monies, and WHEREAS, the City Council finds that it is in the best interest of the public to accept the federal grant monies for the purposes as set forth above, and WHEREAS, the City Council finds and so declares that there is an emergency necessitating the passage of an ordinance amending the 1978 Budget to increase the revenues and appropriations and the funds set forth hereinafter, and WHEREAS, this ordinance has been introduced for not less than five days prior to its passage, now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Section 2 of Ordinance No. 1964, passed on December 20, 1977, and the schedule attached to said ordinance, as amended by Ordinance No. 1975, passed on February 7, 1978, and as further amended by Ordinance No. 1988, passed on April 18, 1978, is hereby further amended to reflect the following changes: 1. An increase in the revenues and appropriations to and from General Fund 001, Department 26, in the amount of $1,380.00. 2. An increase in the revenues and appropriations to and from the capital improvement fund No. 325 in the amount of $28,081.00, for the purpose of a pavement marking demonstration program. 3. Establishing a new fund entitled "Coastal Zone Management Project Fund No. 192", placing in said fund the sum of $5,256.00 and appro- priating said monies for the purpose of a shoreline study. -2- Section 2. A schedule listing each separate fund, the revenue estimated to be received by said fund, the appropriations from each such fund, and the aggregate total of revenues and appropriations for all of said funds is set forth in Exhibit "A", attached hereto and incorporated in full by this reference. Section 3. The Finance Director is hereby directed and authorized to make the necessary line adjustments and entries to reflect the increase in revenues and appropriations set forth hereinabove.
