AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING SECTION 1.15.010 OF THE EDMONDS CITY CODE
TO ADOPT CERTAIN REGULATIONS BY REFERENCE; AMENDING
SECTION 1.15.020(3) TO DEFINE "SEPA GUIDELINES";
AMENDING SECTION 1.15.040 TO ADOPT A NEW MAP OF
ENVIRONMENTALLY SENSITIVE AREAS, REPEALING SECTION
1.15.110 OF THE EDMONDS CITY CODE RELATING TO THE
SEPA PUBLIC INFORMATION CENTER AND ADDING A NEW
SECTION 1.15.110 RELATING TO DOCUMENTS REQUIRED BY
THE SEPA GUIDELINES.
WHEREAS, the Washington State Department of Ecology,
pursuant to statutory authority, has enacted certain amendments
to the SEPA Guidelines, which amendments must be incorporated
into City procedures, and
WHEREAS, the following amendments will provide for
the orderly administration of the State Environmental Policy
Act, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1. Section 1.15.010 of the Edmonds City
Code is hereby amended to read as follows:

Section 2. Section 1.15.020(3) of the Edmonds
City Code is hereby amended to read as follows:
(3) "SEPA Guidelines" means WAC Chapter 197-10,
adopted by the Council on Environmental Policy and
amended by the Department of Ecology.
Section 3. Section 1.15.040 of the Edmonds City
Code is hereby amended to read as follows:
1.15.040 Environmentallv Sensitive Areas. That
map, filed in the City Clerk's office, and entitled
'City of Edmonds Environmentally Sensitive Areas'
dated August 1978 and prepared by the Department
of Community Development, is adopted by this
reference to designate the location of environment-
ally sensitive areas within the City. The exemp-
tions listed in WAC 197-10-177(2) shall not apply
within such designated environmentally sensitive
areas.
Section 4. Section 1.15.110 of the Edmonds City
Code is hereby repealed and a new Section 1.15.110 is here-
by added to the Edmonds City Code to read as follows:
1.15_.110_ SEPA Documents. All documents required
by the SEPA Guidelines shall be retained by the
City and made available in accordance with Chapter
42.17 RCW.
Section 5. This ordinance shall be in full force
and effect five days after passage and publication by posting
as provided by law.
