Ordinance 2032ORDINANCE NO. 2032 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, AMENDING SECTIONS 12.04.030 AND 12.04.090 OF THE EDMONDS CITY CODE AND ADDING A NEW SECTION 12.04.091 TO THE EDMONDS CITY CODE TO ADOPT AMENDMENTS TO THE OFFICIAL COMPREHENSIVE PLAN FOR THE CITY OF EDMONDS RELATING TO WATERFRONT DESIGN POLICIES, IN ACCORDANCE WITH PLANNING COMMISSION RESOLUTION NO. 600. WHEREAS, pursuant to Planning Commission Resolution No. 600, the City Council of the City of Edmonds, Washington, held a public hearing to consider the following amendments to the Edmonds Comprehensive Policy Plan, and WHEREAS, the City Council finds that the waterfront area of Edmonds should be developed to provide maximum public, pedestrian access and to insure unobstructed views and vistas, and WHEREAS, the landscaping and design policies in the waterfront area should preserve and enhance the natural beauty of the area, and WHEREAS, three copies of the following amendments to the Comprehensive Policy Plan are and have been on file for public inspection in the office of the Edmonds City Clerk and, WHEREAS, the City Council having found that adoption of the following amendments is in the best interest of the public health, safety and general welfare, and will promote the orderly development of the City, and further finding -1- that there will be no significant adverse environmental impacts, and WHEREAS, the City Council finds that for ease of reference and the convenience of the public, the previous amendments to the Comprehensive Policy Plan as set forth in Ordinance No. 2016, passed by the City Council on August 22, 1978, should be set forth in Section 12.04.091 created herein, now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON DO ORDAIN AS FOLLOWS: Section 1. Section 12.04.030 of the Edmonds City Code is hereby amended to read as follows: "12.04.030 Official Map Defined. 'Official Map' means those certain maps so designated showing the location, size and dimension of land areas and uses in and adjacent to the City of Edmonds and outlining land uses deemed necessary for the present and future development of said City, setting forth existing and prospective roadways, bikeways, equestrian trails, footpaths, public uses and rights -of -way and residential, industrial and commercial density studies, and those maps, charts and diagrams set forth in that compilation entitled 'Edmonds Comprehensive Policy Plan 1976' prepared by the Edmonds Department of Community Development, and as hereafter amended, three copies of which have been and are on file in the office of the Edmonds City Clerk for use and examination by the public." Section 2. Section 12.04.090 of the Edmonds City Code is hereby amended to read as follows: "12.04.090 Adoption of Plan and Official Maps. Pursuant to resolution and recommendation of the Planning Commission of the City of Edmonds, and being guided by RCW Chapter 35A.63 as amended, the -2- City Council of the City of Edmonds does hereby adopt as its Comprehensive Plan Title 12 of the Edmonds City Code and that compilation prepared by the Edmonds Department of Community Development, three copies of which have been, prior to the passage of the ordinance codified in this section and are now on file for use and examination by the public in the office of the Edmonds City Clerk, which compilation is entitled 'Edmonds Comprehensive Policy Plan 1976' and by this reference is hereby adopted, together with the maps, charts and diagrams therein contained and incorporated in this section as if set forth in full." Section 3_ A new Section 12.04.091 is hereby added to the Edmonds City Code to read as follows: "12.04.091 Amendments to Com_prehensiv_e Policy Plan. Pursuant to resolution and recommendation of the Planning Commission of the City of Edmonds, and being guided by RCW Chapter 35A.63 as amended, the City Council of the City of Edmonds does hereby amend the Official Comprehensive Policy Plan for the City of Edmonds, as adopted in Section 12.04.090 of the Edmonds City Code, as set forth on those certain documents prepared by the Edmonds Department of Community Development and the maps, charts and diagrams contained therein, which are and have been on file with the Edmonds City Clerk for use and examination by the public and which are incorporated in this section as if set forth in full.
