AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING SECTION 1.08.010 OF THE EDMONDS CITY CODE
TO REDUCE THE NUMBER OF VOTING MEMBERS OF THE
PLANNING COMMISSION TO SEVEN AND TO ESTABLISH A
FOUR-YEAR TERM AND AMENDING SECTION 1.08.060 OF
THE EDMONDS CITY CODE TO SET THE QUORUM REQUIREMENTS
AS A MAJORITY OF THE VOTING MEMBERS.
WHEREAS, the following amendment is in the best
interest of the public health, safety and general welfare,
now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1. At the time of passage of this ordinance
the Planning Commission consists of nine voting members.
Presently existing positions No. 8 and No. 9 are hereby
eliminated.
Section 2. Section 1.08.010 of the Edmonds City
Code is hereby amended to read as follows:
"1.08.010 Commission Created - Terms of Office.
1. There is created a City Planning Commission,
consisting of eight (8) members, who shall be
selected as set forth herein. One member of the
City Council shall be an ex officio member of the
Commission during the period of such person's
incumbency in such office. The ex officio member
shall participate in all respects but shall not
have a vote in any matter coming before the Planning
Commission.
2. The other seven (7) members of the Planning
Commission shall be appointed by the Mayor subject
to confirmation by the City Council.

3. In order to ensure that the fewest terms
will expire in any one year, the terms of the
appointed position by position number shall expire
on October 9 of the year set opposite said position
number as follows:

Thereafter the terms of the seven voting members
shall be for four years.
4. Vacancies occurring otherwise than through the
expiration of terms shall be filled for the unexpired
terms. Members may be removed, after public
hearing, by the Mayor, with the approval of the
City Council, for inefficiency, neglect of duty or
malfeasance in office. Members shall be removed
for failure to maintain attendance as required by
provision of the Edmonds City Code. The members
shall be selected without respect to political
affiliations and they shall serve without compensation.
5. No person shall be appointed to serve more than
two full terms on the Planning Commission. An
appointment to fill a vacancy for less than two
years shall not constitute a full term for the
purposes of this section.
Section 2. Section 1.08.060 of the Edmonds City
Code is hereby amended to read as follows:
"1.08.060 Quorum Needed for Action. A majority
of the voting membership of the Planning Commission
shall constitute a quorum for the transaction of
business. At least three (3) affirmative votes
shall be required to take affirmative action. Any
action taken at a regular or special meeting of
the Planning Commission shall be deemed and taken
as the action of the Commission."
Section 3. This ordinance shall be in full force

effect five days after passage and publication by posting
as provided by law.
