Ordinance 26640006.03006 WSS505040 WSS/naa 03/14/88 ORDINANCE NO. 2b64 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, ESTABLISHING THE SALARY RANGES AND SALARIES FOR EXEMPT PERSONNEL AND CERTAIN SPECIFIED, NON - REPRESENTED, NONEXEMPT PERSONNEL; REPEALING ORDINANCE NO. 2559; PROVIDING FOR INSURANCE BENEFITS; PROVIDING FOR LIFE AND DISABILITY INSURANCE; AMENDING ECC 2.35.030 RELATING TO VACATION ACCRUAL; AMENDING THE PROVISIONS OF ECC 2.35.G60 RELATING TO SICK LEAVE; AND FIX- ING A TIME WHEN THE SAME HALL BECOME EFFECTIVE WHEREAS, after review and discussion, the City Council has determined on the recommendation of tre Mayor to adjust salary ranges for exempt personnel and for nonrepresented, nonexempt personnel in order to perm;-_ a two and one-half (2.5) percent salary increase along:th other adjustments to their benefit packages; and WHEREAS, in consideration of the benefit of the continued employment of the current experienced personnel, the Council deems it in the public interest to make such increase and benefits retroactive to January 1, 1988; NOW, THEREFORE THE CITY COUNCIL OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. The department heads, departmental assistants and other exempt classifications, as defined and designated in the City of Edmonds Salary Administration Manual, shall receive salaries within the ranges as set forth in Exhibit A, attached hereto and incorporated by this reference as fully as if herein set forth. - i - 0 Section 2. The salary range fir nonexempt, nonrepresented personnel shall be as set forth in Exhibit B, attached hereto and incorporated by th s reference as fully as if herein set forth. Section 3. Effective January 1, 1988, all exempt personnel and all nonrepresented, nonexempt personnel shall receive a salary increase of 2.5 percent, Provided, however, that no salary shall be increased in excess of the range herein establisheu by Exhibits A and B. rhese provisions shall be interpreted in light of Ordinance No. 2553, fixing the salaries of certain employees, and no such employee shall receive a salary increase unless and until the new range exceeds the salary previously fixed. The Mayor or his designee is authorized to administer a merit pool as appropriated in the 1988 budget of funds equal to an average merit increase of 2.0 percent for the nonrepresented, nonexempt and the exempt employees of the City. The Mayor may authorize individual merit increases from the merit pool not to exceed 4.0 percent of employee's base salary nor the maximum salary specified for the employee's grade. Section 4. The City shall pay 80% of all premiums due for medical, dental and vision insurance covering a depa--ment head, other exempt employee or unrepresented, nonexempt employee. The employee shall be responsible for the remaining 20% -f such premium. Short term disability insurance in an amount commensurate with monthly salary, adjusted in accordance with policy requirements, shall be made available at City expense - 2 - to all nonrepresented employees classified E-8 and above who are not LEOFF Z employees and shall make available such insurance on the payment of premiums by the employee at the Ci:y premium rate co nonrepresented exempt employees classified E-2 through E-7. Life insurance in an amount equal to 100% of annual salary shall be provided to employees classified as E-8 and above. Life insurance in an amount equal to 50% of annual salary shall be provided to employees classified E-2 through E-7 and such employees may elect to purchase an amount up to 50% of annual salary. Other nonrepresented, nonexempt employees may purchase at their own cost life insurance up to 100% of annual salary through the City's insurer. Section 5. Ordinance No. 2559 is hereby repealed. Section. 6. ECC 2.35.060 relating to vacations is hereby amended to read as follows: 2.35.030 Vacations. A. Employees shall accrue the following amount of vacation leave with pay bases: on the length of continuous service: 1. Nonexempt, represented employees shall receive vacation leave in accordance with their collect- ive bargaining agreement; 2. Nonexempt and exempt nonrepresented employees below the level of Division Maaager shall accrue: a. Five (5) days after the first six months of continuous service; b. Eleven (11) days per year after one full year of continuous service; C. Sixteen (16) days per year after six full years of continous service; and d. Twenty-one (21) days per year after i - 3 - A twelve (=2) full years )f continuous service. s. The Division Managers (consisting of the Superintendent of Public Works, Parks and Recreation Manager, Planning Manager, City Fngineer, Personnel Manager and City Clerk) shall accrue: a. Five (5) days after the first six months of continuous employment; b. Sixteen (16) days per year after the first full year of continu,,us employment; and C. Twenty-one (21) days per year after twelve (12) full years of continuous employment. 4. The Police Chief, Fire Chiet, Administrative Services Director and Community Services Director shall accrue 22 days per year after the completion of a probationary period established by the Mayor. B. Employees are encouraged to use their accumulated vacation time within the year in which it is earned. Vacation accumulation of up to one year may be carried over from one year to the next. C. Vacation schedules must be submitted oy eacn department not later than March 1 of each year. _he schedules will be submitted by the personnel manager to the mayor for his approval, and thereafter will be made available to all employees. D. Any employee whose service is honorably terminated after the completion of six (6) months of continuous service shall be paid for any vacation time accumulated prior to the effective date o° termination. Section 7. ECC 2.35.060 Sick Leave, paragraphs A and B, are hereby amended to read as follows: 2.35.060 Sick Leave. A. Sick leave with pay shall accrue at the rate of one working day for each full calendar month of the employee's continuous service. The max' -mum amount of accrued sick leave shall be 800 hours for employees currently represented by a collective 4 - I bargaining unit and 1,000 hours for those employees not currently represented by a collective bargaining unit. B. Upon honorable termination, unused sick leave shall be paid for at one-half the regular rate of pay at the date of termination to a maximum of 800 hours for both represented and noncepresented employees. Tn the event of death of the employee, the payment for unused sick leave shall be paid to the surviving spouse or t� the estate if there is no surviving spouse. Honorable termination means a resignation or layoff due to a lack of work or funding, and the phrase shall not include any discharge for cause. * * k Section 8. This ordinance being an exercise of a power specifically delegated to the City legislative body, is not subject to referendum, and shall take effect five (5) days after passage and publication of this ordinance as provided by law. The provisions herein enacted shall be retroactive in their effect to January 1, 1988. The City Clerk is authorized and instructed to publish a summary for this ordinance, attached hereto.
