AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING THE CITY'S SHARED LEAVE
PROGRAM SECTION 2.35.045 OF THE EDMONDS CITY
CODE TO DELETE SUBPARAGRAPH K ESTABLISHING THE
PROGRAM AS A PART OF THE CITY'S REGULAR
BENEFIT FOR EMPLOYEES AND FIXING A TIME WHEN
THE SAME SHALL BECOME EFFECTIVE.
WHEREAS, the City's Shared Leave Program adopted pursuant
to Ordinance 2738 in 1989 was originally established as a pilot
program in order to give the City Council an opportunity to review
the economic impact of such Program upon the City, and
WHEREAS, based on the report of the City's Personnel
Manager, the City Council finds that the Program has been
functioning as intended providing a method for employees to
transfer vacation leave in order to permit employees who have
suffered catastrophic illness and related impacts to remain on City
payroll and benefits and that such Program has not had a negative
or unanticipated financial impact upon the City, and
WHEREAS, the City Council desires to now make that
Program a part of the City's regular benefit package deleting the
requirement that the Program be reapproved annually, NOW,
THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The Edmonds City Code Section 2.35.045 SHARED
LEAVE is hereby amended by the deletion of subparagraph K. This

amendment deletes the requirement that the Program be annually
reapproved and makes the Program a part of the City's regular
benefit package subject, as any benefit is, to amendment or
deletion by the City Council subject to applicable employee
collective bargaining rights.
Section 2. This ordinance, being an exercise of a power
specifically delegated to the City legislative body, is not subject
to referendum and shall take effect five (5) days after passage and
publication.
