ORDINANCE NO. 2916
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING EDMONDS COMMUNITY
DEVELOPMENT CODE SECTION 18.40.020 RETAINING
WALLS AND FIXING A TIME WHEN THE SAME SHALL
BECOME EFFECTIVE.
WHEREAS, the City of Edmonds previously enacted Edmonds
Community Development Code Section 18.40.020 requiring permits for
rockeries and retaining walls, and
WHEREAS, the City now desires to amend this section of
the code in order to provide an exemption from permit requirements
for residential rockeries and retaining walls less than four feet
in height, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Edmonds Community Development Code Section
18.40.020 Retaining Walls is hereby amended as follows:
18.40.020 RETAINING WALLS
Except as provided below, no person shall
erect a retaining wall, as defined in the
Uniform Building Code adopted by the City,
made of any material, including rockeries,
without first obtaining a permit from the
Building Official. Prior to issuing any
permit, the Building Official shall review
plans and specifications which shall show any
effect that the proposal will have on drainage
and shall be subject to Edmonds Community
Development Code setback requirements. In
addition, when required by the Public Works
Director, the plans and specifications shall
be prepared and signed by a registered civil
engineer. PROVIDED THAT., no permit shall be

required for rockeries or retaining walls less
than four feet in height and not located in a
critical area.
The fee for any permit required under this
subsection shall be the same as established in
Chapter 70 of the Uniform Building Code, as it
now exists, and as it may hereafter be
amended. Any permit issued under this
subsection shall expire within one hundred and
eighty (180) days of permit issuance.
Section 2. This ordinance, being an exercise of a power
specifically delegated to the City legislative body, is not subject
to referendum and shall take effect five (5) days after passage and
publication.
