ORDINANCE NO. 2703
AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, ADDING
AND AMENDING SECTIONS OF THE EDMONDS CITY CODE TO RAISE
THE OVERTIME PARKING CIVIL PENALTY FROM $4 TO $10;
PROHIBIT THE REMOVAL OF CHALK MARKS DESIGNED TO MONITOR
PARKING TIME PERIODS; AND PROHIBIT PARKING A SINGLE
VEHICLE IN MORE THAN ONE PARKING SPACE.
WHEREAS, the Edmonds City Council finds that this
ordinance will promote the effective enforcement of parking
regulations within the City; and
WHEREAS, the Edmonds City Council finds that this
ordinance is in the interests of the public health, safety and
welfare; now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Subsection A(1) of Section 8.48.215 of the
Edmonds City Code is hereby amended to read as follows:
A. Any person who commits a parking infraction
shall be assessed the following civil penalty
provided such person responds to the notice of
parking infraction within seven days after
issuance:
1. Overtime parking $10.00.
Section 2. There is hereby added to the Edmonds City
Code a new section 8.48.165 to read as follows:
8.48.165 Removal of Chalk Marks Prohibited.
It is unlawful for any person to alter or remove a
chalk mark placed upon a vehicle tire by a parking
enforcement officer to monitor and enforce the
parking time limits set forth in this chapter when

the alteration or removal is intended to extend
the period of parking time authorized.
Section 3. There is hereby added to the Edmonds City
Code a new section 8.48.165 to read as follows:
8.48.165 Parking Within Spaces Required.
No person shall park a vehicle such that it
occupies more than one marked parking space within
the limited parking areas set forth in section
8.48.160.
Section 4. If any section, sentence, clause or phrase
of this ordinance should be held to be invalid or unconsti-
tutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitu-
tionality of any other section, sentence, clause or phrase of
this ordinance.
Section 5. This ordinance, being an exercise of a
power specifically delegated to the City legislative body, is not
subject to referendum, and shall take effect five (5) days after
passage and publication of the attached summary which is hereby
approved.
