Ordinance 27160006.90000 WSS/jib 1/26/89 ORDINANCE NO. 2716 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, AMENDING THE PROVISIONS OF ECC 2.35.030 RELATING TO VACATIONS TO EQUALIZE BENEFITS AMONG VARIOUS CLASSES OF CITY EMPLOYEES AND FIXING A TIME WHEN THE SAME SHALL BECOME EFFECTIVE. WHEREAS, both the personnel policies of the City and its collective bargaining agreements provide for a schedule of vacation accrual which is at variance with the provisions of ECC 2.35.060; and WHEREAS, the City Council wishes to equalize benefits between the various classes of represented and non -represented employees; NOW, THEREFORE; THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. ECC 2.35.060 relating to vacations is hereby amended to read as follows: 2.35.030 Vacations. A. Regular employees shall accrue the following amount of vacation leave with pay based on the length of continuous service, as that term is defined in the personnel policies: 1. Non-exempt, represented employees shall receive vacation leave in accordance with the applicable collective bargaining agreement; 2. Non-exempt and exempt non -represented employees below the level of division manager shall accrue annual vacation in accordance with the following schedule: WSS511320 -1- YEARS OF EMPLOYMENT After the first six (6) months of continuous employment Second six (6) months Two through Five years Six through Eleven years Twelve years and thereafter DAYS OF VACATION Six (6) days credit Five (5) days additional Eleven (11) days per year Sixteen (16) days per year Twenty-one days per year 3. Division Managers (Consisting of the Superintendent of Public Works, Parks and Recreation Manager, Planning Manager,.City Engineer, Personnel Manager, Accounting Manager, and City Clerk) shall accrue annual vacation in accordance with the -following schedule: YEARS OF EMPLOYMENT After the first six (6) months Second six (6) months Two through eleven years Twelve years and thereafter DAYS OF VACATION Eight (8) days credit Eight (8) days additional Sixteen days Twenty-one days 4. The Police Chief, Fire Chief, Administrative Services Director, and the Community Services Director shall accrue twenty-two days per year after the completion of a probationary period established by the Mayor. Such accruals shall be credited on the bi-monthly basis with each employee's pay check, except as provided above. The rate of accrual shall be reflected by a credit equal to the proportionate share of vacation earned for the period. B. Employees are encouraged to use their accumulated vacation time within the year in which it is earned. Vacation accruals of up to one year's -2- accumulation may be carried over from one year to the next. C. Vacation schedules must be submitted by each department not later than March 1st of each year. The schedules will be submitted by the personnel manager to the Mayor for his approval, and thereafter will be made available to all employees. D. Any employee whose service is honorably terminated after the completion of six (6) months of continuous service shall be paid for any vacation time accumulated prior to the effective date of termination. Section 2. This ordinance, being an administrative action, is not subject to referendum and shall take effect five (5) days after this ordinance or a summary thereof consisting of the title is published.
